These “Government as an employer of last resort” programmes are found to be quite effective in many developing countries, without creating excessive budgetary pressure.

It would also be the last resort in the case of a deficit.

In addition, the Committee recommends that the State party take all necessary measures to ensure that the placement in institutions of twins must be a measure of last resort.

Reaffirming that the best interests of the child must be a primary consideration in all decisions concerning deprivation of liberty and, in particular, that depriving children and juveniles of their liberty should be used only as a measure of last resort and for the shortestappropriate period of time, in particular before trial, and the need to ensure that, if they are arrested, detained or imprisoned, children should be separated from adults, to the greatest extent feasible, unless it is considered in the child’s best interest not to do so

Improving public services and social support will be an important factor in reducing this negative dynamic, and some specific poverty alleviation interventions, such as improved maternal and child health care, or school feeding programmes, can have very positive effects relatively quickly.31 However, for lasting changes and more stable human–resource relationships, this hasto be done as part of an integrated approach, one that also includes a fuller understanding of the role of fishing as a “last resort”, the causes and dynamics of people leaving and entering fishing, evolving links between rural and urban populations, markets and economies, and the political weight related to these.

While countries have considerable leeway under WTO rules to protect their economies and some form of protectionism may be necessary in certain cases, it should be used as a last resort.

The European Union was committed to using sanctions as part of an integrated comprehensive policy approach which should include political dialogue, incentives and conditionalities, and could even involve, as a last resort, the use of coercive measures in accordance withthe Charter of the United Nations.

The State party should also take all measures necessary to significantly reduce the number of children in detention and ensure that persons below 18 years of age are not detained with adults; that alternative measures to deprivation of liberty, such as probation, community service or suspended sentences, are available; that professionals in the area of recovery and social reintegration of children areproperly trained; and that deprivation of liberty is used only as a measure of last resort, for the shortest possible time and in appropriate conditions.

Even if incineration is the inevitable solution for this type of refuse, the emission of dioxin and pressure upon the landfills can be significantly reduced.

With reference to the Committee’s previous concluding observations (para. 8) and further to the follow-up replies of Macao SAR, please provide updated information on the practical steps taken to align the application of solitary confinement with international standards, ensuring that solitary confinement remains in all cases a measure of limited duration and of last resort.
