The MSAR Government pays particular attention to orphans, children who do not live with their biological parents, young girls and children who are abandoned or deprived of their family environment.

These action plans will be implemented in the field in the coming months in situations of concern where parties have been listed in my last report on children and armed conflict (A/64/742-S/2010/181) for the killing and maiming of children and/or for sexual violence against children.

In pursuit of 32 C/Resolution 47 of the General Conference on “New Perspectives in UNESCO’s activities pertaining to the dialogue among civilizations, including in particular followup to the New Delhi Ministerial Conference”, UNESCO will respond to new challenges to the dialogue among cultures and civilizations, especially in the context of globalization, through concrete action in each of UNESCO’s domains and introducing innovative modalities and approaches.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

UNICEF cooperation areas include (a) strengthening monitoring and implementation of these two Conventions, the National Plan of Action for Children and the National Plan of Action for Women, with a focus on the rights of poor and vulnerable children and women; (b) strengthening child- and gender-sensitive and evidence-based policy frameworks, laws, national plans and policies, with an emphasis on child poverty reduction, innovative social assistance models, budgeting and social welfare for children; and (c) aligning institutional responsibilities, resources and incentive structures essential for realizing the rights of children and women in China.
