The Group’s overall risk management programme focuses on the unpredictability of financial markets and seeks to minimise potential adverse effects on the Group’s financial performance.

4.4 To carry on the business of a commodity, commodity futures and forward contracts trader and for that purpose to enter into spot, future or forward contracts for the purchase and sale of any commodity including, but without prejudice to the generality of the foregoing, any raw materials, processed materials, agricultural products, produce or livestock, gold and silver bullion, specie and precious or semi-precious stones, goods, articles, services, currencies, rights and interests which may now or in the future be bought and sold in commerce and whether such trading is effected on an organised commodity exchange or otherwise and either to take delivery of, or to sell or exchange any such commodities pursuant to any contract capable of being entered into on any such commodities exchange.

He proposed, firstly, that indicators that were non-consensual should not be used to place countries on the list of those at potential risk of non-compliance, and should be withdrawn from use until the Secretariat's evaluation had been completed, and, secondly, the Secretariat should consult a country before including it in the list.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

It noted that war, terrorism and extremism produced violence and insecurity and expressed the hope that, inter alia, Afghanistan would be able to cope with these problems in the near future.

The updated Model Strategies and Practical Measures recognize that some special groups of women are particularly vulnerable to violence, either because of their nationality, ethnicity, religion or language, or because they belong to an indigenous group, are migrants, are stateless, are refugees, live in underdeveloped, rural or remote communities, are homeless, are in institutions or in detention, have disabilities, are elderly, are widowed or live in conflict, post-conflict or disaster situations, and as such they require special attention, intervention and protection in the development of crime prevention and criminal justice responses to violence against women.

The implementation of the sixth phase of IHP (2002-2007) completed its fifth year, and significant progress was made in different fields during the period reported: G-WADI, the global network on information for development in arid and semi-arid zones was expanded; a successful Fifth FRIEND (Flow Regimes from International Experimental and Network Data) World Conference on Water Resources Variability, Processes, Analyses and Impacts took place in Cuba in November 2006; links to the Global Environment Facility were further strengthened with a number of cooperation lines opened; numerous workshops and training activities were held on key urban water management issues; groundwater management, including groundwater for emergency situations; shared water management; ecohydrology; and water history and culture.

We believe that the reason such violations persist is due not to the incapacity of the almost fully integrated legal and humanitarian framework established by the United Nations and represented in international legal instruments on this issue — including the Fourth Geneva Convention of 1949 and its two Additional Protocols of 1977 and the resolutions and presidential statements issued by the Security Council on the protection of civilians — but lies rather in the non-compliance of some states parties with their respective obligations under these instruments and the selective approach in their implementation in some areas of conflict.

The effects of the structural adjustment programme were particularly disastrous for vulnerable groups and significantly increased the number of people living in hardship; huge inequalities appeared between the rural and urban populations, and between the capital and the other towns.

In its first report on the proposed programme budget for the biennium 2010–2011 (A/64/7, chap. II, para. IV.59), the Advisory Committee recommended that, without prejudice to its consideration of the detailed proposed programme budget for ITC for the biennium 2010–2011, the General Assembly should take note of the resources proposed in the preliminary budget estimate, including the requests for 19 new posts (1 D-1, 5 P-5, 8 P-4, 2 P-3 and 3 P-2) and the abolition of two General Service (Other level) posts.

One delegation drew the attention of the Commission to the problems created by the proliferation of physical working groups held in various countries, which created an additional burden on developing countries and also proposed that they should be listed in the schedule of Codex sessions.
