Cons: (1) In order to reach certain goals, political leaders and civic organizations can use different means to distort and manipulate public opinions.

Major problems include the pollution of groundwater, surface and marine pollution from land-based sources such as domestic sewage, industrial effluents and agricultural runoffs; inadequate sewage-treatment facilities (see E/CN.17/1998/7/Add.2);6 the lack or poorly managed landfill sites; and the absence of capacityto handle hazardous and toxic wastes.

In our times, all States Members of the United Nations are obliged to address and overcome common challenges caused, inter alia, by problems of poverty — especially in developing countries, which constitute the majority of United Nations Members; by the worldwide deficit in governance and democracy; by disease, ignorance and the hardships occasioned on humanity by climate change and the global financial and economic crisis.

Even though there has been enormous progress in the United Nations mechanisms to address these situations — with peacebuilding, with very important concepts such as that of human security — I think that we still see a combination of poor local government and dysfunction in the actions of the international community, which undermines the sustainability of returns and of solutions in general.

In some cases, particularly where misfeasance of management is involved, other remedies might more appropriately be employed, such as removing the offending directors and limiting management participation in reorganization.

As is the case with other protection policies in the United Nations system, the policy provides protection for those alleging wrongdoing and misconduct rather than those alleging poor management or inter-personal conflicts.
