At its sixty-sixth session, the General Assembly stressed the importance of the continued substantive consideration of the follow-up to and implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States and decided to consider at its sixty-seventh session the reports of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States (A/66/278) and on the review of United Nations system support to small island developing States (A/66/218), issued for the sixty-sixth session (resolution 66/198).

A lack of transparency in that respect might (a) undermine trust and political support for individual public authorities and Government and State institutions in general, thus endangering the efficacy of public interventions and risking political instability; (b) provoke significant redistributions of wealth in ways that not only are unfair and, in some cases, possibly illegal, but also favour rent-seeking behaviour, act against fair competition and provide the wrong incentives for efficiency, innovation and competitiveness in general; and (c) prolong outdated practices and political institutions, including co-optation, corruption and the capture of public policies by specific industries or groups, delaying the modernization of State institutions and impeding overall economic, social and political development over the longer term.

IOC will contribute to the 10-year plan to build the integrated Global Earth Observation System of Systems (GEOSS), proposed at the Earth Observation Summit (EOS), designed to collect data and deliver information services for ocean and coastal management.

While welcoming the efforts of the State party to codify Sunni family law, the Committee is concerned at the lack of uniformity between judgements of different court system in the State party, as well as at the delay of the adoption of the civil law, which may prevent some children from having access to fair judgments and cause significant discrimination against different segments of the population in family matters occurring in mixed marriages.

The main changes inside and outside the State were the fiscal and managerial reforms undertaken by States to overcome their fiscal deficits and related problems; the democratization of authoritarian or semi-authoritarian regimes; the decentralization of public power; the rise of multi-State formations; a growing autonomy and civic activism of civil society organizations; economic liberalization or neoliberal reforms; the globalization of markets (finance, trade, services, manufacturing); and the rise of the information age, in addition to increasing world problems like poverty, inequality, security, migration, terrorism, and climate change.

This is to forget that it required centuries to set up a health system including not just medical and pharmaceutical aspects but also a legal framework, the surveillance of treatments and medicines, the geographical distribution of health professionals and hospital, and so on.

In 2007, APEC Leaders and Ministers once again reaffirmed their commitment to dismantle terrorist groups, eliminate the danger posed by the proliferation of weapons of mass destruction, and to protect economic and financial systems from abuse.

In Latin America, several partners, including the Pan American Health Organization, the Swedish International Development Cooperation Agency and the Centre for Health Research of Nicaragua, have organized training courses for governmental and non-governmental organizations representatives of countries in the region on the strengthening of health systems, utilizing maternal health as a cross-cutting issue to analyse and propose innovative approaches to the various dimensions of the healthcare system.

Drawing attention to the revised guidelines for reporting under the Convention (CERD/C/2007/1, paras. 10–12), the Committee recommends that the State party collect and publicize reliable and comprehensive statistical data on the ethnic composition of its population, using the indicators of ethnic diversity on the basis of self-identification of persons and groups, in order to enable the Committee to better evaluate the enjoyment of rights under the Convention in Turkmenistan.
