Given the global financial crisis, stagnating funding levels and the uncertainty of future funding, the full implementation of the Cairo agenda may be in jeopardy.

Among other things, the following are being evaluated as part of contingency planning efforts: (a) using Galileo as an interim staging area for IPSAS-compliant property, plant and equipment, and inventory data in peacekeeping and special political missions; (b) leveraging an existing Department of Field Support system as a solution for automating notes disclosures which represent a significant part of the IPSAS-compliant financial statements; (c) continuing to use, temporarily and with some workarounds, some of the information systems which are currently used for asset management in United Nations Secretariat offices other than peacekeeping and special political missions; (d) devising a combination of manual and semi-automated processes to existing systems, Sun Accounts and the Integrated Management Information System (IMIS), to record fiscal period end expenditures based on the new principle of delivery of goods and services under IPSAS.

(2) According to the present law, the housing found is real estate and housing spaces from the buildings under state property, irrespective of the department affiliation, housing of sovhoz and other state agricultural enterprises, including those that have been reorganised after the implementation of the Law on privatization, as well as housing built with state means by the enterprises and organisations with other forms of property.

The split-level assessment system for contributions to be assessed and paid partly in United States dollars and partly in euros (formerly French francs) was introduced by the General Conference at its 24th session as a measure to protect the regular budget from adverse currency fluctuations of the French franc to the dollar.

These were expensed under the United Nations system accounting standards. Under IPSAS, physical assets are referred to as “property, plant and equipment” and are capitalized and depreciated in accordance with IPSAS policy on property, plant and equipment.
