Since the General Assembly’s informal meeting on piracy in May this year, Seychelles has hosted no fewer than four international and regional meetings of ministers, parliamentarians and technical and military experts to, among other things, spearhead a regional approach to tackle piracy in the Indian Ocean.

While there is little doubt that an individual acceptance by a contracting State or contracting organization cannot have the effect of “permitting” an impermissible reservation or produce any other effect in relation to the reservation or the treaty, the situation is different where all the contracting States and contracting organizations expressly approve a reservation that — without this unanimous acceptance — would be impermissible, which is the scenario contemplated in guideline 3.3.3.

Regarding the right of access to effective remedies to challenge the expulsion decision without discrimination, it was pointed out that, in thatcontext,nondiscrimination must be construed as being among aliens, and not as implying any principle of national treatment.

The Special Envoy’s mandate should be terminated because he had used the provisions of Security Council resolution 1559 (2004) to infringe on the sovereignty of Lebanon by focusing on bilateral issues between the Syrian Arab Republic and Lebanon while ignoring Israel’s continued occupation of Lebanese territories and its hostile activities against Lebanon, and because he had overstepped his mandate and used the resources at his disposal to pursue a personal agenda that was unrelated to his mandate and ran counter to its objectives.

Thefollowing elements ofquality education were highlighted: focus on assistance in curricula review and revision, particularly the introduction of values education and ethical approaches, in accordance with national priorities and Arab needs; “learner-centred” education; improvement of teaching including capacity-building and teacher training; improvement [...][...]

Ordinary resolutions will also be proposed at the Annual General Meeting in respect of the granting of the Issue Mandate to the Directors, in the terms set out in the notice of the Annual General Meeting, to allot, issue and deal with Shares not exceeding 20% of the aggregate nominal amount of the share capital of the Company in issue as at the date of passing the relevant resolution, and adding to the Issue Mandate so granted to the Directors any Shares representing the aggregate nominal amount of the Shares repurchased by the Company after the granting of the Repurchase Mandate, at any time during the period ended on the earliest of (a) the conclusion of the next annual general meeting of the Company; (b) the expiration of the period within which the next annual general meeting of the Company is required by the Articles or any applicable laws to be held; and (c) the date upon which such authority is revoked or varied by an ordinary resolution at a general meeting of Shareholders.

In order to broaden the basis of UNESCO’s activities pertaining to the dialogue among civilizations, a number of activities were undertaken by BSP, including: the setting up of a global (electronic, Internet-based) network, involving competent organizations and research institutions as well as individual researchers, philosophers and intellectuals; the publication of scientific and policy-relevant papers and speeches in UNESCO’s “Dialogue Series”; presentations at international conferences and meetings on UNESCO’s involvement in the dialogue among civilizations; and the co-organization and sponsorship of international conferences, meetings and events on the dialogue among civilizations (see document 166 EX/5, Part I: 164 EX/Decision 7.1.3 – Report by the Director-General on UNESCO’s contribution to the implementation of the Global Agenda for Dialogue among Civilizations).

It is well known thatthe funding of field operations and programmes comes from different budget sources: a special scale of assessed contributions for peacekeeping, assessed contributions on the regular budget scale for political missions, and voluntary contributions for many peacemaking initiatives for peacebuilding, development and humanitarian activities and even private sector funding.

Confidentiality – The parties agree to use all possible measures to keep the existence of any dispute hereunder and any and all information concerning any arbitration proceedings and any award strictly confidential except (a) to the extent necessary to enable a party to properly exercise or enforce its rights under this agreement or under any award rendered by the Arbitration Tribunal or (b) to the extent required by applicable law or by regulations of any stock exchange or regulatory authority or pursuant to any order of court or any other competent authority or tribunal.

As regards the amount of programme resourcesto be decentralizedto each field unit, the Director-General will see to it that the resources provided by each major programme will be in line with the principle of subsidiarity, taking into account the staff strength of each field unit, the programmatic priorities defined by each cluster of countries (in the context of cluster consultations) and the need to ensure, in addition to the global perspective, a balanced mix of regional, subregional and national actions.
