All cases of incomplete information and data inconsistencies in PCRs received in 2003 and 2004 have now been resolved, while this process still continues with UNDP and the World Bank (for some PCRs received in 2005) (see Table V in Annex I), with several agencies for PCRs received in 2006 (see Table VI in Annex I), the World Bank for PCRs received in 2007 (see Table VII in Annex I), several agencies for PCRs received in 2008 (see Table VIII in Annex I), UNDP for PCRs received in 2009 (see Table IX in Annex I) and with several agencies for PCRs received in 2010 (see Table X in Annex I).

Note to the Working Group The Working Group may wish to note that: (a) under option C in paragraph 1, the registry should have both numerical and name indexes and searchers should be able to search with one or the other indexing criterion; and (b) paragraph 4 has been inserted for the Working Group to consider the matter of the address of the grantor; and (c) the address of the grantor and secured creditor or its representative has to be part of the record, but not necessarily part of the identifier, except if there is a need for additional information to identify the secured creditor, its representative or the grantor.

The renewal of human resources, thanks in particular to modern technologies, should not necessarily lead to the loss of “institutional memory” but it does endanger the international civil service, if the conditions of recruitment of a high-level professional staff, independent of national authorities, are not guaranteed.

Agencies indicated several possible reasons for the low ratings largely due to changes in NOUs, misunderstandings about the evaluation timeframe as issues raised related to previous years, delays assigned to the agency but which were a result of data inconsistencies by the country, comments on the lead agency when the agency concerned was not the lead agency, dissatisfaction expressed on the agency’s performance that related to the funding received from the Executive Committee for the HPMP, ratings were withdrawn, comments on the hiring of national consultants when no consultants were hired or were to be hired, and delays assigned to the agency but which were the result of changes in the Government.

However, the European Food Safety Authority (EFSA) in 2011 opined that the observed effects on thyroid hormone levels were not always consistent, and that exposure to other halogenated contaminants could have confounded the outcome of these studies.

The fact that the Swedish embassy has no information about the incidents and that the information in the document issued by UNHCR Baku is inconsistent with what the complainants have stated before the Swedish authorities calls into question the veracity of their allegation of past ill-treatment.

Countries that objected to the conversion of the Committee to an intergovernmental body commonly cited the following two reasons: (a) the danger of duplication of work of other international organizations active in the area of international tax cooperation and the resulting danger of establishment of multiple and inconsistent international standards in the area of international taxation; and (b) additional resource requirements with the risk of fragmenting the already limited resources currently allocated by Governments to international tax issues.

The view was expressed that the diversity of views of States on the matter of the definition and delimitation of outer space made it difficult to develop a position that would be satisfactory to all and that it was therefore necessary to retain the item and analyse it, with a view to reaching a consensus so that in the future States might have legal instruments that would provide certainty with regard to sovereignty in airspace while guaranteeing the freedom to access outer space based on those instruments.
