If canceration is limited to the nictitating membrane, full extraction operation from the root of nictitating membrane shall be carried out; if canceration is occurred in the conjunctiva and has not yet invaded into deep tissues, then wide scale excision shall still cover the surrounding tissues, meanwhile, the part closed to the nictitating membrane area is also removed; if canceration occurs in the surface of eyeball, then careful consultation shall firstly be carried out and then decide the operation of full eyeball excision; if canceration has invaded into eyeball and the orbit, it is necessary to remove all tissues including margo palpebrae and its surrounding skins, muscles and connective tissues, etc.

The Secretary-General believes that the alternatives to the current approach, namely, partially or fully funding the after-service health insurance liabilities as they accrue, would (a ) address both immediate and future costs; (b ) enhance the alignment of costs so that the costs of the benefits are incurred under the budgets receiving the services from the employees; (c ) reduce the long-term contribution requirements by Member States as investment earnings begin to supplement budgets; and (d ) contain the growth of unfunded after-service health insurance obligations from becoming a greater liability on the United Nations (ibid., para. 45).

In the course of their investigations, members of the Monitoring Group travelled to Belgium, Canada, Djibouti, Ethiopia, Finland, France, Germany, Greece, India, Indonesia, Italy, Malaysia, the Netherlands, Nigeria, Saudi Arabia, Seychelles, Singapore, Somalia, South Africa, Sweden, Switzerland, Turkey, Uganda, Ukraine, the United Arab Emirates, the United Kingdom of Great Britain and Northern Ireland, the United Republic of Tanzania and the United States of America.

The current case does not have anything to do with possible cases of deportation to a place where a person might be tortured; in that type of case, it is logical to consider ratione temporis the possible violation at the moment that the ordered deportation occurs, since the violation depends on the circumstances that exist in the country to which the person is sent.

The view was expressed that the complex nature of the issues at ha nd necessitated the allotment of sufficient time for deliberations, so that measured decisions aiming at long-term solutions could be taken and that the envisioned schedule for the work of the Working Group should be revisited, as necessary.

These repetitions throw some light on the redaction of the Talmudic text, since they prove that before the editing of the treatises was undertaken a uniform mass of material was already at hand in a definitely revised form; they likewise show that in the compilation of the Talmud one portion was explained by another, as was natural in view of the character of the contents.
