In its report A/65/518, the Advisory Committee emphasized the importance it attached to the central leadership role of the Office of Central Support Services in ensuring an Organization-wide perspective on the needs and priorities relating to construction, major maintenance and the overall management of United Nations facilities.

The Advisory Committee notes that the increase in the resources proposed for 2010 also reflects additional requirements for the Counter-Terrorism Committee Executive Directorate ($963,700) in view of two additional positions (1 P-4 and 1 P-2) proposed; for support to the Security Council Committee established pursuant to resolution 1540 (2004) ($886,500), in view of the proposed addition of one P-5 position; for the Monitoring Group on Somalia ($311,500), owing to the addition of a fifth expert pursuant to Security Council resolution 1853 (2008); and for the Panel of Experts on the Sudan ($225,700), in view of the increase in the monthly fees of experts.

These are weaknessesin: project monitoring and oversight (15 offices); asset management (e.g. physical inventory of assets not performed, non-capital assets not recorded in Atlas and obsolete assets not properly disposed of) (13 offices); processing of payment (11 offices); travel management (e.g. travel claims not completed and travel claims not supported) (10 offices); leave and attendance records (8 offices); management of special service agreements (7 offices); recruitment process (7 offices); vendor management (6 offices); use of account codes (6 offices); and use of e-procurement (5 offices).

Repurchase of Shares made under the Share Repurchase Mandate may, depending on market conditions and funding arrangements at the time, lead to an enhancement of the value of Shares and/or the Company’s earnings per Share and will only be made when the Directors believe that such repurchase will benefit the Company and Shareholders.

The five factors with the most potential to cause slippage in projected estimates for completion of judgements on appeal are the delays associated with or caused by: (a) the nature of multi-appellant cases; (b) the inordinate amount of pre-appeal motions; (c) the inordinate length of time for translation of trial judgements into Bosnian/Croatian/ Serbian, as well as for translation of written submissions into one of the Tribunal’s working languages and Bosnian/Croatian/Serbian, especially in cases of selfrepresented appellants; (d) amendments to grounds of appeal, especially following translation of the trial judgement (mainly for represented appellants); and (e) understaffing and/or lack of experience in appeals support.

In addition, attention should be paid to the requirements for wind loads, horizontal imposed loads specified in Table 3 of Regulation 17(3) of the B(C)R on curtain wall when there is no protective barrier provided, protection of openings, protection against corrosion and the quality of materials.

Conduct a gender analysiswith regard to: the gendered division of labour; access to and control over material and non-material resources; the legal basis for gender equality/inequality; political commitments with respect to gender equality; and the culture, attitudes and stereotypes that affect all preceding issues.

The labour law had also addressed a number of issues related to the organization of work, the protection of the rights of workers and the prohibition of employing women and children in dangerous or hazardous work.

When paying attention to energy-efficiency and eco-design to improve the overall Eco-efficiency of the enterprise, the following areas shall be focused on: paying attention to energy consumption of production processes and products and implementing the energy labeling system; considering the selection of materials in product design and minimize the use of toxic and hazardous substances; considering energy-saving and environmentally friendly design, material saving design, reusing, recycling, design that facilitates disposal of discarded products; consider the detachability of products in design to improve the reusing rate of products; eco-friendly and reduced product packaging, among others.

The Committee urges the State party to consider doing this through the adoption of quotas in the public sector and effective mechanisms to monitor the compliance by private actors with the State party’s equal treatment and anti-discrimination laws.

Rebuilding democracy should focus on (a) achieving inclusive political pluralismthat respects the diversity of the Ivorian people; (b) drafting a consensual democratic charter on ethical principles in politics; and (c) establishing independent institutions and mechanisms with the necessary human and material resources to guarantee the objectivity and impartiality of basic features of democracy such as elections, financing of political parties, equal access to information and communication, and respect for basic freedoms.

The Special Body may wish to review the key outcomes of the Rio+20 preparatory process in the Pacific and provide the secretariat with further guidance on how to strengthen outcomes for Pacific small island developing States on: (a) the Rio+20 theme of a green economy in the context of sustainable development and poverty eradication; (b) the Rio+20 theme of an institutional framework for sustainable development; and (c) follow-up action in support of the sustainable development of Pacific small island developing States.

Furthermore, it offers policy recommendations on how to foster industrial development in Africa in the new global environment characterized by changing international trade rules, growing influence of industrial powers from the South, the internationalization of production and increasing concerns about climate change.

The desk study undertaken considered in general terms: a historical overview of MB phase-out in Africa and the progress made to date; the main MB consuming sectors in the region – tobacco seedlings, cut flowers, horticulture (particularly tomatoes, but also melons, strawberries, bananas and a variety of vegetables) and postharvest treatment of grains; the types of users (i.e. both large and small farmers, high and low tech producers); the main kinds of alternatives adopted; and factors influencing the sustainability of such alternatives (economic, political, regulatory, technical).

In response to the request for a comprehensive review of ethics-related activities in the Secretariat made by the Advisory Committee on Administrative and Budgetary Questions in its report on the 2005 World Summit Outcome (A/60/7/Add.13 and Corr.1 and 2), the Ethics Office had conducted a survey of departments and offices regarding rules, guidelines or training that had been developed to inform staff members how to discharge their duties while ensuring that they, their family members and associated third parties did not benefit or appear to benefit from their decisions, influence or access to information.
