Budget lines assigned to conservation and maintenance were used to meet additional requirements and to carry out work outside of or on the margins of the operation, making use of the presence of companies on the site.

The increasing fluidity at the international level has made it possible for those various networks — whether they are associated with trafficking in weapons, natural and mineral resources, drugs or human beings — to link up in non-transparent ways and set up mutually supporting alliances that sometimes involve terrorist networks, armed groups and separatist movements.

Monitoring Group investigations have linked a number of senior officials of the Transitional Federal Government to the practice of visa fraud, including the Deputy Prime Minister and Minister of Fisheries, Abdirahman Ibrahim Adan Ibbi, the Minister for Women’s Affairs and Gender, Fowsiya Mohamed Sheikh, and the Minister of Constitutional Affairs, Madoobe Nunow Mohamed.55 The Constitutional Minister is a repeat offender: in April and June 2009 he organized delegations to attend a constitutional training workshop in Germany convened by a prestigious institution, as part of the UNDP-coordinated constitution-building activities in Somalia.

We recall that, in its determination to put a definitive end to impunity for serious crimes committed in the Democratic Republic of the Congo, and in implementation of the relevant recommendations of the United Nations mapping report of October 2010, the Government has taken the initiative to establish within the Congolese judiciary specialized mixed chambers attached to certain provincial appeal courts with the power to try grave violations of human rights committed in the Democratic Republic of the Congo.

As regards further intersectoral action, participants suggested linkages between ICTs and education (as is already elaborated above under “Education”) and the promotion of cooperation between virtual universities and training centres (together with ED).

It is one of the most abundant and the most heavily fished shark in the world, often as by-catch in pelagic longlines fisheries, but also on hookand-lines, in pelagic trawls and even bottom trawls near the coasts.

The stakeholders include those groups formally tied to the oversight, management and operations of the SIAP, together with SIAP staff, the Governing Council, the Government of Japan, as well as certain partner and service divisions within the ESCAP Secretariat most notably the Statistics Division in ESCAP.

Participants also felt that the joint intersectoral initiatives in document 32 C/5 of linking biological and cultural diversity should be continued and that additional intersectoral mechanisms should be established within UNESCO for the follow-up of the recommendations of the Mauritius Meeting (Barbados+10) in line with the resolution adopted by the General Conference at its 32nd session.

In paragraph 12 of his progress report (A/66/591), the Secretary-General underlines the importance of aligning the service delivery models of the global field support strategy with the enterprise resource planning project (Umoja), and indicates that the Department of Field Support will continue to work closely with the Umoja team so as to ensure alignment with the new business processes in the Umoja environment as well as the time frame and deployment strategy of Umoja.

During their visit, the Working Group found that the challenges faced by people of African descent in Portugal related mainly to their lack of recognition as a specific group in the national policy and legal framework; the lack of recognition of their positive contribution throughout history to the construction and development of the country; the lack of qualitative and quantitative disaggregated data by racial or ethnic origin; the existence of a circle of poverty, unequal access to education, public services, employment, as well as discrimination in the administration and functioning of the justice system; existence of racial profiling and police violence; underrepresentation in political and institutional decision-making processes, as well as the lack of special measures or affirmative action policies in Portugal for people of African descent or other minorities.
