In the same report (S/2006/976, paras. 208-212), the Panel reported that militia fighters had surrendered weapons, but remained sceptical as to the possible outcome of the disarmament process.

Venezuela ranked fourth in the world for seizures of narcotics; it had, inter alia, impounded more than 50 semi-submersible vessels undetectable by radar and capable of transporting over 10 tons of drugs each, seized a record quantity of some 47 tons of drugs, confiscated 12,000 tons of precursor chemicals intended for cocaine production and dismantled clandestine laboratories operating along the border.

The state also pays social tax for a non-working parent who resides in Estonia and raises three or more children under 19 years old residing in Estonia and of whom at least one is less than eight years old.

Concerning the change in the contribution formula, the representative of the Director-General recalled that (i) it is the responsibility of the Director-General to offer an adequate system of social security for the staff, including medical insurance for the retirees meeting the conditions to maintain their participation in the Medical Benefits Fund; (ii) in most United Nations organizations the share between the employee and Employer contributions is 40/60 or even 33/67, as is the case in the United Nations Joint Staff Pension Fund; (iii) the global MBF contribution is reaching such a point that the staff and retiree contributions should now be alleviated to a possible extent.

Further to my report pursuant to paragraph 5 of Security Council resolution 1859 (2008) (S/2009/385), once all outstanding activities under the oil-for-food programme are concluded, and taking into account (a) any necessary residual activities, (b) any indemnities that may be provided by the Government of Iraq and (c) the need to ensure the availability of sufficient funds for the Organization to meet the costs and expenses that (i) have been incurred, (ii) are associated with the winding down of the oil-for-food programme and/or (iii) arise from the cooperation of the United Nations with Member States in respect of investigations and proceedings related to the programme, all other remaining funds should be transferred from the Iraq escrow account to the Development Fund for Iraq.

In addition, the Treasury will continue to manage the investments and liquidity of peacekeeping funds; execute monthly remittances to field operations; execute payroll payments (including education grants) to internationally recruited staff members; print and distribute cheques for the reimbursement of income tax to United States tax-paying staff members assigned to field operations; process the amendment to the bank account signatory panels; and provide technical support and guidance on the use of various banking systems.
