Thus, at its 170th session (4 March 2009), during its consideration of the report by the Director-General to the Executive Board at its 181st session (181 EX/41), the Committee took note of the list of conservation works carried out since 2002 at the Miollis/Bonvin site, and endorsed the Director-General’s proposal to conduct thorough feasibility studies for the Miollis/Bonvin site, within the framework of a Capital Master Plan for UNESCO Headquarters, the financing of which would be covered by the regular budget.

It is nevertheless important to note that the Belmont Plan only relates to the Fontenoy building and that renovation needs to be extended to the Miollis and Bonvin buildings.

The Executive Board in 179 EX/Decision 34 noted that under the present circumstances, the conclusion of the Director-General and the Headquarters Committee is that there is no feasible option for ensuring the financing of the Miollis/Bonvin site renovation unless Member States decide on a specific allocation of the necessary funds through assessed contribution.

The plan for the restoration and improvement of the Miollis/Bonvin site, proposed by Mr Belmont and set out in document 32 C/INF.8 (€63 million, value in 2002, €85 million, value in 2007 after recosting), describes, inter alia, a number of priority works (priority No. 1 and priority No. 2) which are to be carried out each year depending on the resources available: replacement of the hot water supply networks in order to eliminate the risks of contamination, repairing of the external emergency stairs of Building V, compulsory replacement of the pyralene transformers located in Buildings V and VI and improvement of the fire-safety system in Building VI.

As a sequel to the Fontenoy report and with a view to improving the conditions of the Miollis/Bonvin site, the General Conference, in 31 C/Resolution 62, invited the French Government to kindly extend Mr Belmont’s mission to permit him to give an opinion on those buildings.

One of the main features of the Plan is the construction at the entrance to the Miollis-Bonvin site of a new outside, centralized control post equipped with surveillance and an anti-intrusion system.

In document 181 EX/41 it was proposed to engage thorough feasibility studies for the Miollis/Bonvin site, within the framework of a Capital Master plan for UNESCO Headquarters, the financing of which would be covered by the regular budget in 2010-2011.

Purpose: Part I of this document contains the report of the Headquarters Committee on its activities during the 2002-2003 biennium, in particular its proposals and recommendations to the Director-General on the restoration and improvement of the Headquarters buildings under the Belmont Plan; the completion of the renovation work on the Fontenoy kitchens; the technical opinion on the Miollis/Bonvin buildings required for their restoration and improvement; the maintenance and conservation of the Headquarters buildings; the measures taken to reinforce security and safety at Headquarters; the installation of the intergovernmental and non-governmental organizations (IGOs and NGOs) concerned in Building VI bis and the redistribution to the Permanent Delegations of the offices released by IGOs and NGOs in Building V.

In accordance with 31 C/Resolution 62 and following the French authorities’ agreement to extend his mission at UNESCO, Mr Belmont has written a report in which he provides an opinion on the Miollis and Bonvin buildings and makes proposals for their renovation and improvement.

In reply to an invitation by the General Conference (31 C/Resolution 62), the French Government agreed to extend Mr Belmont’s mission at UNESCO to enable him to evaluate, as he did for the buildings on the Fontenoy site, the state of the buildings at the Miollis/Bonvin site, specifically, to identify the problems, suggest how they might be resolved and propose solutions with a view to the restoration and improvement of the buildings.
