When the train was midway on the down track inside the 5.5-km Tai Lam Tunnel (TLT), the Incident Train Driver (ITD) heard abnormal bang sound from the rear of the train, followed by loss of power supply to the train.

The CAP will utilize the framework of the regional networks for South America and CentralLatin America to promote this regional project.

In addition to Afghanistan, UNODC gives priority, in implementing its programmes, to areas such as Central America, Latin America, South-East Asia as well as West Africa, where it was a question of not only of controlling drugs but also of improving criminal justice systems, since some countries in the region were emerging from conflicts and needed assistance to establish the rule of law.

After receiving thereport from the ITDand confirming with him the situation inside the saloon as well as the condition of the passengers, OCC came into a complete understanding with the ITD on the direction of evacuation and the safety measures to be carried out to protect the passengers to be detrained.

The reported situation from the ITDprompted the declaration of Emergency by the Senior Train Controller (STC) in OCC at 0915 hours.

Failure to adopt effective measures to protect witnesses at the investigative stage and in prosecutorial arrangements, and thereby give them reason to trust that their safety will be ensured during the process, may result in many cases against perpetrators of human rights never reaching trial stage.

If no criminal action is taken by the sending State, host States should demand that diplomatic immunity is lifted or, failing that, declare the alleged perpetrator in serious cases persona non grata, while granting independent resident rights to the victim.

The Working Group also reminds States of its general comment referring to article 19, which states that “In addition to the punishment of the perpetrators and the rights to monetary compensation, the right to obtain redress for acts of enforced disappearance under article 19 of the Declaration also includes the ‘means for as complete a rehabilitation as possible’.

TheState party should take all necessary steps to ensure that all persons, including those monitoring human rights, are protected from any intimidation or violence as a result of their activities and exercise of human rights guarantees, to ensure the prompt, impartial and effective investigation into such acts, and to prosecute and punishperpetrators and provide compensation to victims.

While acknowledging that equal weight should be given to all grave violations against children, and taking into account the ever-increasing need to protect schools and hospitals, as noted in the present and previous reports, it is recommended that the Security Council consider expanding the gateway to the annexes of my report to include parties that attack schools and/or hospitals.

The Strugar Trial Chamber held that the elements of this crime are satisfied if: (1) the damage or destruction has been committed to institutions which may clearly be identified or regarded as dedicated to religion; (2) the property was not used for military purposes at the time of the acts and must not have been in the immediate vicinity of military objectives; and (3) the perpetrator acted with the intent to destroy the property.

There are indications, however, that these acts are committed not only by criminals without a background in the Darfur conflict but also by members of tribes previously associated with the Government of the Sudan, as well as by members of former rebel groups.

Civicus - World Alliance For Citizen Participation welcomed new laws adopted on nongovernmental and non-profit organizations asking the Government to report publicly, accurately and comprehensively how these laws had been implemented and what had been done in relation to various recommendations to improve the protection of civil society space, namely to ensure freedom of expression, assembly, association and the right to participate in public and political life, to adopt a National Plans of Action to improve the human rights situation and to implement some of the recommendations of the Treaty Bodies on freedom of peaceful assembly, to investigate all reports of assaults on human rights defenders and bring to justice those responsible.
