A number of delegations supported the elaboration of a worldwide standard, noting that the production and trade of pomegranate extended beyond the Near East Region and that there would be significant market potential in view of growing interest in this commodity in many countries.

Interfaith International encouraged Cyprus to set up favourable conditions for the removal of restrictive measures, which would make it possible for the faithful to exercise their religious freedom and to visit places of pilgrimage annually, and to combat trafficking in women by setting up a mechanism for the reintegration of victims in social and economic life.

She noted that education should be a priority humanitarian response, because it was also a protection tool, key for the physical, psychological and cognitive development of the child.

In addition, greater efforts must be made to generate a global strategy to prioritise and mainstream the development dimension into global processes, and in the relevant multilateral institutions in order to enable developing countries to benefit from the opportunities offered by globalisation and trade liberalisation, including through the creation of an enabling external economic environment for development which requires greater coherence between the international trading, monetary and financial systems that should be universal, open, equitable, non-coercive, rule-based, predictable and non-discriminatory.

Accordingly, we welcome the efforts of the United Nations High Commissioner for Human Rights and the Human Rights Council’s adoption of a resolution on 12 January 2009, which, inter alia, calls for an immediate cessation of Israeli military attacks and demands the withdrawal of Israeli occupying forces from the Gaza Strip; demands that Israel, the occupying Power, lift the siege imposed on the Gaza Strip and open all border crossings to allow for access and the free movement of humanitarian aid; urges all parties to respect international humanitarian and human rights law and to refrain from violence against the civilian population; and decides to dispatch an urgent international fact-finding mission to investigate all violations of international human rights and humanitarian law by the occupying Power.

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Albania, Armenia, Bangladesh, Belgium, Bhutan, Bulgaria, Cambodia, Chile, Croatia, the Czech Republic, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras, Hungary, India, Ireland, Italy, Kuwait, Latvia, Lithuania, Luxembourg, Mauritius, Monaco, Myanmar, Nepal, the Netherlands, Norway, the Philippines, Poland, Portugal, Romania, the Russian Federation, Samoa, Serbia, Singapore, Slovakia, Spain, Sri Lanka, Thailand, the former Yugoslav Republic of Macedonia, Togo, Turkey and the United Kingdom of Great Britain and Northern Ireland, introduced a draft resolution entitled “Measures to prevent terrorists from acquiring weapons of mass destruction” (A/C.1/63/L.34).

In order to reach the latter objective, measures are taken to prevent mistreatment of children, to raise community awareness of how to recognise mistreated children and notify the relevant support institutions, and a system is developed to assist mistreated children.

In the agreement between Croatia and the Executive Committee, the maximum allowable consumption for Annex A, Group I (CFCs) for the year 2005 was 65 ODP tonnes, for 2010 0 ODP tonne; and for the years in between, the agreement provides no exact figure but stipulates that "The By-Law on Substances that Deplete the Ozone Layer (of 30 January 1999) includes a clause on importing on an exceptional basis between 2006 and 2009 up to 21.9 ODP tonnes of Annex A (Groups I and II) and/or Annex B (Groups II and III) or products containing these substances, when these substances and/or products are for preserving human, plant and/or animal life; national defence, safety and fire-fighting; and scientific research safety, when such products cannot be replaced by environmentally-sound and economically-viable alternatives”.

Looking to the future, the community’s efforts in this area will be focused on finalizing the legal instrument and its adoption by member States; boosting the active participation of national commissions on small arms and light weapons; implementing the border programme, especially in the area of cross-border security; drawing up and implementing a police cooperation mechanism to address the issue of the six lawless zones; operationalizing the Gulf of Guinea securitization strategy in coordination with the Economic Community of West African States and, of course, with our international partners; implementing the policy of security sector reform in order to ensure that State armaments are traceable; providing support of all types to ensure the success of disarmament, demobilization and reintegration processes at rates of around 90 per cent by 2015; and strengthening civil society organizations with regard to information, awareness-raising and social networking.

For example, the text of the Final Document had significantly watered down the commitments for nuclear-weapon States to reduce the operational status of their arsenals and to cease the development and qualitative improvement of their nuclear weapons; it did not oblige the nuclear-weapon States to abolish the role of nuclear weapons in their military doctrines or to accept a legally binding instrument for the prohibition of nuclear weapons; it did not call for the withdrawal of nuclear weapons from the territories of non-nuclearweapon States; it did not include the specific timeline for the total elimination of nuclear weapons called for by the Group of Non-Aligned States parties to the Treaty; and, in particular, it failed to call upon Israel, the only obstacle to a nuclear-weapon-free zone in the Middle East, to cease the development of nuclear weapons and to accede to the Non-Proliferation Treaty without preconditions.

The General Committee may also wish to draw to the attention of the General Assembly that explanations of vote should be limited to 10 minutes; that, when the same draft resolution is considered in a Main Committee and in plenary meeting, a delegation should, as far as possible, explain its vote only once, i.e., either in the Committee or in plenary meeting, unless that delegation’s vote in plenary meeting is different from its vote in the Committee; and that delegations should exercise their right of reply at the end of the day whenever two meetings have been scheduled for that day and whenever such meetings are devoted to the consideration of the same item (decision 34/401, paras. 6-8 (A/520/Rev.17, annex V)).

The duty to guarantee under international human rights law is far broader than the provision of an effective remedy; guaranteeing the exercise of a right is an obligation of the State not only after a violation occurs but also, essentially, before.

Recognizing the importance of regional collaboration and sharing of knowledge and experiences, the Conference requested FAO to facilitate the formulation of a regional strategy for mainstreaming climate change adaptation and mitigation activities in the agricultural sectors, and the establishment of regional cooperation mechanisms and networks, taking due consideration of differing sub-regional needs and conditions.

In this regard, the Commission requested the Executive Secretary to submit to the 339th session of the Advisory Committee of Permanent Representatives and Other Representatives Designated by Members of the Commission “a report that would serve as the basis for a decision at the sixty-eighth session of the Commission which would take effect as of its sixty-ninth session and affect the preparations therefor.

Also invites the Secretary-General, on the basis of the extensive international work experience acquired by the White Helmets, as recognized by the General Assembly since the adoption of its resolution 49/139 B, the first resolution on the White Helmets initiative, and in view of the success of coordinated actions carried out with, inter alia, the United Nations Children’s Fund, the World Food Programme, the Food and Agriculture Organization of the United Nations, the Office for the Coordination of Humanitarian Affairs of the Secretariat, the United Nations Development Programme and the United Nations Volunteers, to suggest measures to enhance the integration of the White Helmets initiative into the work of the United Nations system and to report thereon to the Assembly at its sixty-seventh session in a separate section of the annual report on the strengthening of the coordination of emergency humanitarian assistance of the United Nations.

At the 10th meeting, on 16 October, the representative of the United States of America, on behalf of Afghanistan, Albania, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Chile, Colombia, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Haiti, Hungary, Ireland, Israel, Italy, Japan, Latvia, Lithuania, Luxembourg, Madagascar, Monaco, the Netherlands, Norway, Palau, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the former Yugoslav Republic of Macedonia, Turkey, the United Kingdom of Great Britain and Northern Ireland and the United States of America, introduced a draft resolution entitled “Compliance with non-proliferation, arms limitation and disarmament agreements and commitments” (A/C.1/63/L.32).

Delegations asserted that support for the poorest and most vulnerable countries was a moral obligation of the international community. It was also observed that such support was in the enlightened self-interest of all as the eradication of poverty would help to reduce conflict and control the spread of disease globally.
