This reform would resolve certain issues, including reducing the number of detainees awaiting trial (65 per cent of the prison population), preventing detainees in different categories from being housed together in the same cell (in particular, separating men from women, adults from juveniles and those awaiting trial from those already sentenced) and getting court proceedings under way in all cases involving arrest and deprivation of liberty.

This component involved the expansion of observational networks and equipment including remote monitoring stations, a control room, several sirens to alert the communities in case of an immediate risk and communication satellites.

Under the bill, inmates in semi-open facilities may be given permits to spend time with their families and a cell must be set aside in closed facilities for regular spousal visits that are to be organized in accordance with the relevant regulations.

In other words, the evaluation criteria and procedures used must achieve (a) a reasonable degree of causal linkage between the policies adopted and the results obtained, something which, when referring to outcomes, is often not very evident; and (b) an acceptable degree of agreement among the primarily affected social actors, networks and stakeholders as regards the method adopted.
