On the basis of the tasks that the Security Council will approve in the new mandate resolution, and further to the benchmarks outlined in my report of 14 November 2007 (S/2007/671), MONUC and the United Nations country team will work with the Government to identify specific benchmarks to measure progress towards implementation of the Mission’s reconfigured mandate, taking into account the new realities on the ground.

The United Kingdom looks forward to working with the international community here in the Disarmament Commission and in other international forums to control proliferation, make progress on multilateral disarmament, build trust and confidence between nuclear-weapon and non-nuclear-weapon States and take tangible steps towards a safer and more stable world, where countries with nuclear weapons ultimately feel able to relinquish them.

At the same time, multilateral and regional development banks should continue to explore innovative modalities with developing countries, including low- and middle-income countries and countries with economies in transition, so as to facilitate additional private flows to such countries.

At the same time, a partial suspension option becomes more feasible and promising if the EU, U.S. and SADC can define together a coherent common framework with respect to objectives and the stages for achieving them.

RESAP, since its inception more than two decades ago, has helped in fostering and coordinating space cooperation in the region, set up training and education networks in China, India and Indonesia, and developed institutional arrangements with Sentinel Asia for access to satellite data and value-added products in underserved and high-risk developing countries for response to disasters.

Under the International Heliophysical Year/United Nations Basic Space Science Initiative programme, the University of Alberta, together with other partner institutes, could develop a GPS-timed personal computer data logger interface for the magnetometer, develop solar-cell/turbine power sources for the International Heliophysical Year magnetometer observatories, integrate systems prior to delivery to scientists from participating countries and organize and run a number of regional or continent specific “deployment schools”, where scientists from developing countries can attend a single deployment, which will help them to deploy their own observatories independently in their respective countries.

China had actively engaged in cooperation and exchanges with relevant countries and IAEA on peaceful uses of nuclear energy, subject to the prerequisite that those countries strictly abide by NPT non-proliferation obligations.
