That is reflected in the comprehensive, clear and specific position stipulated in the relevant paragraphs of the Final Document adopted at the fifteenth Summit Conference of Heads of State or Government of Non-Aligned Countries held in Sharm el-Sheik (S/2009/514, annex), as well as in several initiatives presented by the Movement throughout the years since the launching of the Security Council reform process.

In the view of the Coordinator, shared by his interlocutors, it could become the focus of an effective functional mechanism that would set clear benchmarks for achieving progress in the search for missing persons, referred to in my comprehensive report (S/2009/190, para. 16).

Each of the 13 Occupational Group Managers would continue the responsibilities for reviewing applications, identifying candidates for further assessment by subject matter experts, that is, expert panels, serving as Secretary for the expert panel under his or her purview and consolidating findings and interview reports from the panel for presentation to the Field Central Review Bodies, monitoring incumbency rates in the field operations for positions in his or her occupational group, managing his or her assigned roster, developing shortlists for programme managers in the field operations and determining when outreach activities should be conducted to address gaps in the roster, especially in gender and geographic representation, and determining the mobility opportunities for staff members currently serving in the field so as to rotate staff among relevant duty stations.

It noted that the programmes adopted by Belize to eradicate poverty and to improve social indicators, including in health and education, testified to its commitment in this regard.

While there is little doubt that an individual acceptance by a contracting State or contracting organization cannot have the effect of “permitting” an impermissible reservation or produce any other effect in relation to the reservation or the treaty, the situation is different where all the contracting States and contracting organizations expressly approve a reservation that — without this unanimous acceptance — would be impermissible, which is the scenario contemplated in guideline 3.3.3.

This can be done in a variety of ways, and the final decision on this should be seen in the broader context of the review of the intersessional work programme.

Recognizing that many Governments may not have met all the goals and objectives of the Programme of Action by 2014, we strongly support the call for Governments to recommit themselves at the highest level to achieving these goals and objectives and to reaffirm the Programme of Action, upholding its principles, and its key actions for their further implementation beyond 2014, to ensure their full achievement, as set out in Resolution A/RES/65/234 on Follow-up to the International Conference on Population and Development beyond 2014.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

The representative of the Panel on Tropical Cyclones took the view that climate change was one of the greatest challenges facing the Asia-Pacific region, as evidenced by a number of recent large-scale disasters.

We believe that the resistance of Governments to developing adequate national sustainable consumption and production policy frameworks is combined with a continued promotion of unsustainable consumerism, an erosion of trust and accountability of the private sector, inadequate regulation for sectors whose profits depend on unsustainable consumption (as witnessed by the global financial crisis) and, lastly, a lack of understanding of the forces driving unsustainable production and consumption patterns.

Counselling and preventive assistance do not reach families who consciously avoid this, e.g. families who have become socially inactive due to long-term coping problems, or families who have failed to register their new residence upon moving, and families who are only interested in financial support and do not consider any other type of intervention justified.
