Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

We believe that the resistance of Governments to developing adequate national sustainable consumption and production policy frameworks is combined with a continued promotion of unsustainable consumerism, an erosion of trust and accountability of the private sector, inadequate regulation for sectors whose profits depend on unsustainable consumption (as witnessed by the global financial crisis) and, lastly, a lack of understanding of the forces driving unsustainable production and consumption patterns.

Another risk is that factors preventing geographical expansion and greater use of the system are more complex and diverse than currently understood thus taking longer to be addressed.

This can be done in a variety of ways, and the final decision on this should be seen in the broader context of the review of the intersessional work programme.

While there is little doubt that an individual acceptance by a contracting State or contracting organization cannot have the effect of “permitting” an impermissible reservation or produce any other effect in relation to the reservation or the treaty, the situation is different where all the contracting States and contracting organizations expressly approve a reservation that — without this unanimous acceptance — would be impermissible, which is the scenario contemplated in guideline 3.3.3.

Recognizing that many Governments may not have met all the goals and objectives of the Programme of Action by 2014, we strongly support the call for Governments to recommit themselves at the highest level to achieving these goals and objectives and to reaffirm the Programme of Action, upholding its principles, and its key actions for their further implementation beyond 2014, to ensure their full achievement, as set out in Resolution A/RES/65/234 on Follow-up to the International Conference on Population and Development beyond 2014.

An evidence-based appraisal of the implementation of the Brussels Programme of Action for the Least Developed Countries for the Decade 2001-2010 confirms that a more strategic, comprehensive, and sustained approach based on ambitious, focused and realistic commitments is required to bring about structural transformation in least developed countries that fosters accelerated, sustained, inclusive and equitable economic growth and sustainable development and helps least developed countries meet long-standing as well as emerging challenges.
