The Commission noted the efforts of some countries to facilitate international transport and enhance regional connectivity by (a) setting up integrated check posts and terminals at land borders, (b) undertaking subregional coordination to identify projects for unrestricted cross-border movement of goods, people and services, (c) providing favourable conditions and facilities for transit traffic, (d) acceding to international transport facilitation conventions and (e) concluding bilateral transport agreements.

To be able to face current and future challenges, it is necessary to increase the physical, human and institutional infrastructure; increase agricultural productivity and expand the export capacity of communities and countries; mainstream climate change and land degradation issues into national budgets; involve non-traditional donors, in particular civil society organizations and the private sector, in poverty reduction strategies; promote regional integration, especially as far as the creation of the price mitigation mechanism is concerned; and strengthen the capacity of the State to respond to social demands.

A set of flagship publications have been planned with regional lens, which include (i) The Arab Region 2025, which will forecast and analyse current and future trends for the region in economic, social, political and cultural areas; (ii) Transitions to Democracy, which looks into the nature of political changes in Arab countries and analyses the lessons learned from political transitions in other areas of the world to draw conclusions and best practices on the policy options available to ensure effective and sustainable transitions to democracy; (iii) Arab Regional Integration, which analyses the potential areas and characteristics of integration be they social, economic, cultural or political and assessing their prospective impact on the long-term development of the region; and (iv) a joint publication with other Regional Commissions on Beyond the MDGs: A Future United Nations Development Agenda.

Certain aspects of the transport of Malian oil and gas to terminals in neighbouring countries need more detailed study, namely: integration and harmonization of the regulations of the different countries; and understandings and/or arrangements with neighbouring countries with which Mali shares sedimentary basins.

According to the consolidation approach of Unicom Group, the mobile call center client service system (10010) and the landline network call center client service system (10060) needed to be generally merged and retrofitted as soon as possible to have a uniform client service interface and create a uniform service image for the company while consolidating client service resources and processes, realizing full-business client service support and constructing a client service center with uniform support to full 3G business and integrated service and marketing, with 3G service innovations as a chance, to fulfill the ultimate objective of enhanced service function and creation of a service edge.

Slovakia also welcomed the determination of the Government to fully implement the Ohrid framework agreement and encouraged it to use the synergy of integration processes and instruments for pre-accession assistance in its efforts to tackle the challenges identified in the universal periodic review.

Similarly, it was recognized that rural areas needed to be provided with urban services in order to create more opportunities for inclusive sustainable economic growth and to strengthen existing mechanisms for better provision of integrated services.

The Charter of the GCC states that the basic objectives are to effect coordination, integration and inter-connection between member States in all fields, strengthening ties between their peoples, formulating similar regulations in various fields such as economy, finance, trade, customs, tourism, legislation, administration, as well as fostering scientific and technical progress in industry, mining, agriculture, water and animal resources, establishing scientific research centres, setting up joint ventures, and encouraging cooperation of the private sector.

Other important policy recommendations of the Report included the promotion of scientific and technological innovation, the creation of inter-sectoral linkages in the domestic economy, the development of government capabilities, the promotion of entrepreneurship, the strengthening of regional integration, and the maintenance of political stability in the region.
