The net decrease reflects reductions under most objects of expenditure, including $242,800 under consultants, mainly as a consequence of the increased use of in-house expertise, where possible; $104,700 under experts, resulting mainly from concerted efforts to combine meetings or reduce the number of experts and the duration of meetings, whenever possible; $121,200 under travel of staff, mainly attributable to increased utilization of video conferencing, combining trips and/or reducing the duration of travel as much as possible; $460,800 under contractual services, primarily owing to increased utilization of electronic means of disseminating publications; $111,000 under furniture and equipment, reflecting reduced requirements for the replacement of furniture and office equipment resulting from extending the lifespan of furniture and equipment; and $781,600 under grants and contributions, mainly owing to the termination of the contract with the International Computing Centre.

(f) the Board may resolve that the shares to be allotted shall be allotted at a premium provided that the premium is credited as fully paid up and in such case the Board shall in addition to the amount to be capitalised and applied pursuant to sub-paragraph (e) above, and for the purpose therein set out, capitalise and apply out of the amount standing to the credit of the share premium account or out of any part of the undivided profits of the Company (including profits carried and standing to the credit of any reserve or reserves or other special account) as the Board may determine, a sum equal to the aggregate amount of the premium on the shares to be allotted and shall apply the same together with the sum to be applied pursuant to sub-paragraph (e) above and on the basis therein set out in paying up in full the appropriate number of unissued shares for allotment and distribution to and amongst the holders of the Elected Shares.

In paragraph 63 of his report (A/64/380), the Secretary-General provides information on a number of related initiatives being implemented concurrently with ERP within the United Nations Secretariat and missions, including: IPSAS implementation, the talent management system (recruitment and staffing), Lean Six Sigma (non-systems process improvement), enterprise content management and customer relationship management, as well as a fuel management system and a rations management system for peacekeeping functions.

The Commission was informed of initiatives that were being undertaken by Pacific island developing countries to protect biodiversity and the maintenance of ecosystem services, such as the Phoenix Islands Protected Area in Kiribati, the largest marine protected area in the Pacific Ocean, and the Coral Triangle Initiative, which covered a number of countries in the Asia-Pacific region, included the greatest extent of mangrove forests in the world and provided a critical spawning and juvenile growth area for tuna and other globally significant fish species.

It considered that the recommendation did not identify clearly the nature of the requested flexibility, the quantitative parameters of a small number of believers and the form of discrimination to be avoided.

The Company may by ordinary resolution, before the issue of any new shares, determine that the same, or any of them, shall be offered in the first instance, and either at par or at a premium, to all the existing holders of any class of shares in proportion as nearly as may be to the number of shares of such class held by them respectively, or make any provisions as to the issue and allotment of such shares, but in default of any such determination or so far as the same shall not extend, such shares may be dealt with as if they formed part of the capital of the Company existing prior to the issue of the same.

Pending a full evaluation of the experience gained with and the results attained by the various CCT projects carried out during the 31 C/5 and 32 C/5, the Director-General recommends to continue during the 33 C/5 only a limited number of ongoing CCT projects which have demonstrably shown effectiveness and results in particular at the field level as well as the use of innovative modalities and approaches, but not to add new CCT projects.

The delegation also noted that the Special Rapporteur had identified a number of areas of concern, including the need to develop binding national guidelines to address land reform; making the legislative process more transparent by sharing draft legislation with an impact on human rights issues with the wider community; and creating a Government and civil society forum to foster an environment of cooperation to strengthen democracy and human rights in the country.

The lack of professional international staff in the UNESCO office, its spotty reputation for programme delivery in the past, the absorption of its small number of staff in numerous small UNESCO regular programme activities, did not make the country office a likely partner for larger-scale collaboration.

A number of specific comments were made as follows: the concept of food safety is universal, thus there should be no exception, as presently in Article 4.2, allowing exporting countries to export food, which does not comply with its national legislation; the issue of implementation of the Code, especially by countries lacking a control system, should be clarified; the present text may contradict some of the principles of Codex insofar as they establish and draw upon national regulatory frameworks; the ethics of equal treatment in terms of commercial transactions and food aid and donations should be made clearer; and some of the provisions in the text may be contrary to WTO provisions.

Through the implementation road map, a structured and effective organizational plan can be created to link the substantive work of the various annual meetings of States, supporting the idea of undertaking these discussions within specific sessions dedicated to the 2011 open-ended meeting of governmental experts and the 2012 Review Conference, respectively (which could be interlinked to discussions proposed under proposal number 1), and taking into account that the Biennial Meeting of States will consider the implementation of the programme of action and the Review Conference will review the progress made in its implementation and its structure.

Increasing both the number of food items and the number of samples per individual food commodity for laboratory analysis could provide a more comprehensive coverage and a more precise estimate of the range and average EC concentration of fermented foods in the Hong Kong market.

(c) Once the name of a Member State, the Holy See, in its capacity as observer State, or Palestine, in its capacity as observer, has been drawn by the representative of the Secretary-General, that Member State, the Holy See, in its capacity as observer State, or Palestine, in its capacity as observer, will be invited first to choose a meeting and then to draw from the appropriate box the number indicating the speaking slot in the meeting.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.

(d) the dividend (or that part of the dividend in respect of which a right of election has been accorded) shall not be payable on shares in respect whereof the share election has been duly exercised (“the elected shares”) and in lieu and in satisfaction thereof shares shall be allotted credited as fully paid to the members who have duly exercised the said share election on the basis of allotment determined as aforesaid and for such purpose the Directors shall capitalise and apply out of any part of the profits of the Company available for distribution or any part of any of the Company’s reserve accounts (including any special account, share premium account and capital redemption reserve fund) as the Directors may determine, a sum equal to the aggregate nominal amount of the shares to be allotted on such basis and apply the same in paying up in full the appropriate number of shares for allotment and distribution to and amongst the allottees of the elected shares on such basis.

A number of overseas jurisdictions such as Australia, European Union, Mainland, Japan and the USA have also developed similar food classifications according to their local situation.

(iv) the dividend (or that part of the dividend in respect of which a right of election has been accorded) shall not be payable in cash on shares in respect whereof the share election has been duly exercised (“the elected shares”) and in lieu thereof shares of the relevant class shall be allotted credited as fully paid up to the holders of the elected shares on the basis of allotment determined as aforesaid and for such purpose the Board shall capitalise and apply out of any part of the undivided profits of the Company (including profits carried and standing to the credit of any reserves or other special account other than the Subscription Rights Reserve) as the Board may determine, such sum as may be required to pay up in full the appropriate number of shares of the relevant class for allotment and distribution to and amongst the holders of the elected shares on such basis.

Furthermore, the report of the High-level Panel on Threats, Challenges and Change (A/59/565) and the report of the Secretary-General “In larger freedom: towards development, security and human rights for all” (A/59/2005) proposed a number of initiatives of vital importance to millions of women and girls in conflict and post-conflict areas, including: the creation of a Peacebuilding Commission; increased focus on conflict prevention; the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity; more effective protection of human rights; and enhanced rule of law.

A number of delegations supported the elaboration of a worldwide standard, noting that the production and trade of pomegranate extended beyond the Near East Region and that there would be significant market potential in view of growing interest in this commodity in many countries.

However, in the case of a tie between a greater number of unsuccessful candidates a special ballot shall be held for the purpose of reducing the number of candidates to the required number; if a tie again results among more than the required number of candidates, the President shall reduce their number to that required by drawing lots.

For a number of reasons, it is not always possible to draft specific provisions in a suitable or discrete form, such as a convention or a model law, for incorporation into national legal systems: national legal systems often use widely disparate legislative techniques and approaches for solving a given issue, States may not yet be ready to agree on a single approach or common rule, there may not be consensus on the need to find a uniform solution to a particular issue, or there may be different levels of consensus on the key issues of a particular subject and how they should be addressed.

Among the recommendations were that UNRWA must: impress upon donors that its core budget was not an administrative black hole but the key to running its educational programmes and thus should be seen as an investment in the future of the Palestine refugees; exploit all funding opportunities; enlarge its donor base for the core budget, to which only a small number currently contributed — a point to which he had drawn attention in Cairo at a meeting of Arab League ministers whose countries gave welcome support to specific projects and emergency appeals but not to the core budget; expand its partnerships with non-State actors such as foundations and other institutions in the private sector; and continue to be cost-effective in conducting its programmes through better planning, implementation and oversight.

Main challenges include the processing of the high volume of data and improving the quality of the data received, ensuring timeliness and completeness of the disseminated data, overcoming linguistic barriers and maximizing the number of national collections.

For ammunition, such inspections sheets should include the lot number, type, calibre, material, quantity, markings on the cartridge and on the packaging, including detailed pictures and descriptions of the cartridge and the packaging.

The representative of the Secretariat noted that both projects were in line with decision 55/43(e), which, inter alia, invited bilateral and implementing agencies to prepare and submit a limited number of time-specific project proposals involving interested systems houses or chemical suppliers for the development, optimization and validation of chemical systems for use with non-HCFC blowing agents.

With regard to the incremental costs of the conversion of the foam manufacturing enterprises, the following issues were addressed: the higher unitary costs proposed for several equipment items, such as storage tanks, dispenser retrofit, and safety-related equipment, as compared to other similar costs agreed in previously approved projects; the application of similar unitary costs to all enterprises irrespective of the output capacity or the age of the equipment, or the number of equipment items in the baseline; the feasibility of reducing the number of premixing stations and polyol buffer tanks; and the potential for rationalizing costs related to product and process trials, process and safety training, safety audit/certification and external expertise given that among other considerations, several enterprises will be converted to the same technology.
