The reports of those bodies reflect the discussions held, the agreements reached and the decisions taken by them.

At its sixty-second session, the General Assembly requested the Secretary-General to update the compilation of decisions of international courts, tribunals and other bodies referring to the articles, and to invite Governments to submit information on their practice in that regard; also requested the Secretary-General to submit that material well in advance of its sixty-fifth session; and decided to further examine, within the framework of a working group of the Sixth Committee, the question of a convention on responsibility of States for internationally wrongful acts or other appropriate action on the basis of the articles (resolution 62/61).

Assistance focuses on (a) establishing legal and policy frameworks consistent with international standards and norms; (b) strengthening the capacity of domestic institutions, in particular anti-corruption bodies and criminal justice institutions, to effectively prevent and control corruption in an integrated and coordinated way; (c) enhancing integrity, accountability and transparency in public and private sectors, including the management of public resources; (d) supporting relevant Government institutions in international cooperation and the recovery of assets at the domestic and international levels; (e) development of strategic and thematic partnerships with members of the international community and United Nations system to ensure coherency in the delivery of technical assistance; and (f) supporting the establishment of networks and platforms for policy dialogue and peer learning among Member States at the regional and international levels.

In decision 1983/163, the Council requested the Secretary-General (a) to bring to the attention of intergovernmental and expert bodies, before decisions were adopted, any request for documentation that exceeded the ability of the Secretariat to prepare and process on time and within its approved resources; and (b) to draw the attention of intergovernmental bodies to areas where duplication of documentation was likely to occur and/or where opportunities for integrating or consolidating documents that dealt with related or similar themes might exist, with a view to rationalizing documentation.

Foreign citizens and stateless persons have the same rights, freedoms and responsibilities as do the citizens of the Republic of Moldova (right to residence, work and protection of work, education, rest, health protection, etc.); with the exceptions set by legislation in force (may not be nominated or involved in activities for which, according to the legislation in force, the Republic of Moldova citizenship is required, do not enjoy the right to elect and the right to be elected in legislative, executive and other eligible bodies, to participate in the universal suffrage, may not be members of parties and other sociopolitical organisations, may not exercise the military service in the armed forces of the Republic of Moldova).

Moreover, we call on the Security Council and the relevant United Nations bodies, especially the Human Rights Council, to take firm measures to put a stop to random attacks against civilians in the occupied Palestinian territories, as well as to lift the unjust siege imposed by the Israeli authorities for many years on Gaza, which is a form of collective punishment imposed on the residents of the occupied Palestinian territories in a manner that takes no account of proportionality or differentiation and clearly violates the principles of international humanitarian law.

Similarly, if companies in a group have taken out a blanket policy of insurance covering the liabilities of the companies, bodies corporate and corporations in the group, all those in the group insured shall be regarded as having complied with such requirements.

It urged Eritrea to cooperate with the international community to end the instability in the subregion, to develop a national plan of action for the rehabilitation of the victims of the successive conflicts and to revise the rules applicable to press bodies and human rights organizations.

The report on Israeli settlements in the Occupied Palestinian Territory, including East Jerusalem, and the occupied Syrian Golan (A/66/364), based on information provided by United Nations bodies operating in the territory and by Israeli and Palestinian non-governmental organizations, recommended, inter alia, that Israel should comply with its international legal obligations and its Road Map commitments in respect of settlements and that all serious allegations concerning settlement-related criminal acts should be properly investigated and prosecuted.

Civicus - World Alliance For Citizen Participation welcomed new laws adopted on nongovernmental and non-profit organizations asking the Government to report publicly, accurately and comprehensively how these laws had been implemented and what had been done in relation to various recommendations to improve the protection of civil society space, namely to ensure freedom of expression, assembly, association and the right to participate in public and political life, to adopt a National Plans of Action to improve the human rights situation and to implement some of the recommendations of the Treaty Bodies on freedom of peaceful assembly, to investigate all reports of assaults on human rights defenders and bring to justice those responsible.

With regard to paragraph I.3 (Rights of use), the Committee wished to state that the general reference to the right to use the name, acronym, logo and the domain names of UNESCO granted to the governing bodies, the Secretariat and the National Commissions for UNESCO must necessarily be interpreted in the light of the specific rules that appear in the draft directives.

In the case of causing bodily injury, damage to health, violating of privacy or other personality rights, a person may request applying of a restraining order in respect of the violator, regulating of the use of housing or communication, or applying of other similar measures.

In addition, ongoing cooperation with the OECD, the European Science Foundation, the European Commission and relevant bodies at national level has proceeded with an emphasis primarily on scientific misconduct and integrity.

Taking the above into consideration, we can enumerate some of the entities that fulfil the requirements of the statute to be regarded as public entities including: the organs of public authorities, including organs of government administration; state control, law enforcement bodies and their associations; municipality; country and provincial authorities; entities financed by the state; and the local government (including other central or local government legal people created under separate legislation for the purpose of performing public tasks), with the exclusion of enterprises, banks and commercial companies.

If the proposals presented by the United Nations through its Secretary-General and his representatives are not given due consideration, the Organization and its main bodies, the Security Council in particular, will lose all credibility in the eyes of unarmed civilians, who call on us to assume our responsibility for protecting them in armed conflict.

The expert group will invite contributions from States members of the Committee on the Peaceful Uses of Outer Space, United Nations intergovernmental bodies, relevant intergovernmental organizations and other international organizations and bodies, as listed in section V of the terms of reference and methods of work of the Working Group (A/66/20, annex II), as well as from national non-governmental organizations and private sector actors through relevant States members of the Committee.

Representatives of the following United Nations bodies attended: International Trade Centre; Joint United Nations Programme on HIV/AIDS; United Nations Children’s Fund; Secretariat of the United Nations Convention to Combat Desertification; United Nations Development Programme; United Nations Entity for Gender Equality and the Empowerment of Women; United Nations Environment Programme; United Nations Educational, Scientific and Cultural Organization; United Nations Human Settlements Programme; United Nations International Strategy for Disaster Reduction; and United Nations Population Fund.

There had been progress in the areas of women’s representation in decision-making bodies and in education, but challenges remained in the area of violence against women.

Accountability includes achieving objectives and high-quality results in a timely and cost-effective manner, in fully implementing and delivering on all mandates to the Secretariat approved by the United Nations intergovernmental bodies and other subsidiary organs established by them in compliance with all resolutions, regulations, rules and ethical standards; truthful, objective, accurate and timely reporting on performance results; responsible stewardship of funds and resources; all aspects of performance, including a clearly defined system of rewards and sanctions; and with due recognition to the important role of the oversight bodies and in full compliance with accepted recommendations.

Consideration of each annual review in the General Assembly and the Economic and Social Council should include, inter alia, (a) follow-up, monitoring and assessment of progress in the implementation of the Programme of Action at the national, subregional, regional and global levels through reporting by Governments, as well as by the secretariats and intergovernmental bodies of the United Nations system and of other relevant subregional, regional and international organizations and institutions; (b) fostering international cooperation in support of the Programme of Action, including coordination among donors and among organizations referred to above; and (c) elaborating new policies and measures in the light of changing domestic and external circumstances facing least developed countries.

The expected outcomes under this agenda item include: (a) the identification of emerging issues that merit policy-oriented attention; (b) the identification of progress achieved and gaps requiring priority attention with regard to the implementation of Commission mandates; (c) follow-up actions to major global conferences; (d) the articulation of Asian and Pacific perspectives on issues that will be addressed in major global forums in 2011; (e) the endorsement of the reports of the subsidiary bodies which have been held since the sixty-sixth session of the Commission; and (f) the identification of key issues to be taken up in meetings of subsidiary bodies in 2011.

The consolidated report of the Secretary-General on the pattern of conferences will include information requested by the General Assembly in its resolutions 65/245 and 64/230 on the pattern of conferences and, under section 2, General Assembly and Economic and Social Council affairs and conference management, in its resolution 64/243 on questions relating to the proposed programme budget for the biennium 2010-2011, as well as information requested by oversight bodies.

(g) To ensure that the Travel and Transportation Section properly performs its contract management role by monitoring the performance of air travel vendors and their full compliance with contract provisions, including the provision of all information requested by United Nations management entities and oversight bodies.

These safeguards are considered not so much as due process safeguards — this task falls to other United Nations bodies — but as instruments of prevention of torture and other cruel, inhuman or degrading treatment or punishment.

In addition to national best practices, the side event focused on the relevance of existing regional bodies and initiatives in the area of food security and nutrition such as the Asia and the Pacific Regional Food Security Framework among the FAO, ADB and IFAD; the Regional Thematic Working Group on Poverty and Hunger; the Association of South East Asian Nations (ASEAN); South Asian Association for Regional Cooperation (SAARC); and the Pacific Islands Forum.

While some WTO members had underlined the positive aspects of private standards on quality and access to high quality markets, many other members had expressed the following concerns: the application of private standards at the import stage resulted in de facto barriers to trade, and created difficulties especially for developing countries; complying with these standards required multiple certification by private bodies, with a high cost for small producers; in many cases private standards were more restrictive and prescriptive than government standards and Codex standards and often had no scientific basis; the process by which private standards were set lacked transparency and inclusiveness; and in some cases such standards did not meet the requirements of the SPS Agreement.

This trade representative suggested that the accreditation service on ISO 22000 and HACCP programme should be monitored closely and inquired whether CFS would participate in regulating the accreditation service in this respect and whether HKAS had regulated the certification bodies under its purview and whether there were sufficient professionals with HKAS to regulate the service providers.

According to paragraph 23 of resolution 1483 (2003), the freeze and transfer apply to funds, other financial assets and economic resources of individuals and entities associated with the former Iraqi regime, i.e. funds, other financial assets and economic resources removed from Iraq or acquired by Saddam Hussein or other senior officials of the former Iraqi regime and their immediate family members, including entities owned or controlled, directly or indirectly, by them or by persons acting on their behalf or at their direction; as well as to funds, other financial assets and economic resources of the previous Government of Iraq or its State bodies, corporations, or agencies, located outside Iraq.
