The Office will implement outreach and sourcing strategies through strengthened collaboration with Member States, departments, external organizations and other United Nations entities, and identify high-quality candidates, with particular emphasis on finding optimal candidates for positions in field operations; will implement the global roll-out of Inspira and conclude lessons learned from the completion of the stabilization phase of Inspira, and will provide training and orientation for users in collaboration with the Field Personnel Division of DFS; will assist the Secretary-General in developing a comprehensive mobility policy for the Secretariat, including between Headquarters and the field with the aim of fostering integration and knowledge-sharing of staff between Headquarters and field operations; and will support the development of a global workforce, ready to respond to the evolving mandates of the Organization.

Turning to the Secretary-General’s note on the financing arrangements for the United Nations Stabilization Mission in Haiti (MINUSTAH) for the period from 1 July 2009 to 30 June 2010 (A/64/728), he said that, in the light of the devastating earthquake on 12 January 2010 in Haiti, the Security Council, in its resolution 1908 (2010), had endorsed the increase in the overall force levels of MINUSTAH to support the immediate recovery, reconstruction and stability efforts, and had decided that MINUSTAH would consist of a military component of up to 8,940 troops of all ranks and a police component of up to 3,711 police.

Assess the implementation of relevant Security Council resolutions, in particular resolution 2012 (2011), and review the progress the Government of Haiti has made, with the assistance of the international community, particularly the United Nations Stabilization Mission in Haiti (MINUSTAH), in addressing the interconnected challenges in the areas of stability and security, including strengthening the rule of law and protecting civilians; economic and social development; institutional reform and governance, including elections; border management; and human rights.

In follow-up to the recommendations of the Working Group, approved by the Security Council, and subject to and consistent with applicable international law and relevant Security Council resolutions, including Security Council resolutions 1612 (2005) and 1882 (2009), I am entrusted, in my capacity as the Chairman of the Working Group, to recognize the critical role that the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and the United Nations have played in the protection of children in the Democratic Republic of the Congo.

In accordance with Article 11, paragraph 4, of the Convention and rule 1, paragraph 4, of the rules of procedure, the following other organizations attended the Meeting as observers: APOPO, Centre for International Stabilization and Recovery (CISR), Cleared Ground Demining, the HALO Trust, and International Trust Fund for Demining and Mine Victims Assistance (ITF).

With a sufficient level of resources, there are many common sense, practical, and sometimes quite minor steps that can be and are being taken to stabilize the new system fully and allow it to make the leap of quality that should be the hallmark of the coming years of implementation of the decentralization strategy.

The National Anti-Coup Front, led by the former security sector reform (SSR) adviser to late President Malam Bacai Sanhá and leader of the Solidarity and Labour Party, Iancuba Djola N’Djai, has condemned the coup and called for, first, the immediate restoration of constitutional order and the release of all detainees; second, the end of the persecution of Government leaders and looting of public property; third, the reinstatement of the PAIGC Government elected in the 2008 elections; fourth, the deployment of a United Nations-mandated stabilization force to provide security to State institutions and to facilitate the implementation of the SSR programme; fifthly, the fight against impunity and drug trafficking; sixth, the imposition of individual sanctions on the coup leaders and their prosecution; and seventh, the conclusion of the electoral process.

UNESCO’s contribution within the framework of Pillar 2 of the UNDAF on sustainable development consists of training Haitian journalists, in collaboration with the United Nations Stabilization Mission in Haiti (MINUSTAH) and its information office.

The Dominican Republic welcomes the presence of His Excellency Mr. Jean-Max Bellerive, Prime Minister of Haiti, and expresses its gratitude for the comprehensive briefing given by our friend, Ambassador Edmund Mullet, Special Representative of the Secretary-General, who also introduced the highly valuable report of the Secretary-General on the United Nations Stabilization Mission in Haiti (MINUSTAH) (S/2010/200).

The focus of those polices and plans had increasingly shifted to stabilizing commodity prices and lowering inflation, securing health and education for all, enhancing creativity and human capacities, establishing social justice, reducing social disparity, improving the capacity to tackle adverse impacts of climate change and firmly rooting democracy in the political arena.

Funds had been allocated to recapitalize the major banks and financial securities market, stabilize the housing market, support small and medium-sized enterprises, and increase social benefits and pension payments for socially marginalized groups.

The recommendations of the Symposium were to press for more reforms in global governance; maintain the focus of development on poverty reduction; encourage reforms at the Bretton Woods institutions; secure greater capital in order to fund development; be proactive in anticipating potential future challenges such as climate change; set up income redistribution policies as a way of reducing the costs of volatility in markets; stabilize exchange rate regimes through the use of reserve funds and loans from regional banks; foster the transition towards a green, fair and equitable economy; encourage social equity for a better preservation of the environment; set up policies to increase the creation of employment opportunities; put in place national legislation to encourage the use of renewable energies posing no threat to food security; maintain over time the stability of subsidies for renewable energy use; and better coordinate macroeconomic policies at the global level.

(d) Great efforts with good coordination between the institutions concerned (National Bank of Cambodia and Ministry of Economy and Finance) would be continued to improve and strengthen the results achieved in the financial sector, which played an important role in stabilizing macro-economy for the speed and the target of economic growth as well as for the enhancement of gathering inactive financial resource for the investments that served the production activities.

Although it is envisaged that the level of peacekeeping operations will stabilize, the tasks of this position are not expected to decrease for the time being.

Whereas most of the smaller countries may have limited systemic importance for the world economy, issues under discussion at the G20, such as responses to the recent financial and economic crises, financial stability and banking supervision, global imbalances, inclusive and innovative finances, food security and commodity price stabilization, as well as the broader development agenda, will have profound implications for their economies.

While welcoming the proposal, some participants considered that what UNESCO needed was not “continuous reforming” but stabilization as well and, accordingly, advocated for permanent monitoring of actions and programmes in lieu of.

A peacebuilding or reconstruction challenge: achieving durable solutions after conflict, generalized violence and, in some cases, large-scale natural or human-made disasters may not be possible without local or even national political, economic and social stabilization.

To reiterate that all parties should contribute to stabilizing the eastern part of the Democratic Republic of the Congo, to encourage Rwandan and Congolese authorities to work together and agree on a clear set of end-of-state objectives on the Forces démocratiques de libération du Rwanda (FDLR), in the framework of a multidimensional approach, and to recall the importance of full implementation of relevant Security Council resolutions, including resolution 1896 (2009), as a means to stabilize the situation.

The reduction in the institutional budget will be achieved despite increased costs through efficiency and cost-reduction measures, including maximizing the use of new technologies to reduce travel and other operating costs; sharing operations functions through establishment of multi-country service centres; eliminating redundancies and duplication of functions; rigorous attribution of direct costs resulting from activities funded by other resources; and careful consideration of the transition and stabilization costs of investment projects approaching completion.

National stakeholders, including the President and the Prime Minister, presented a common view on the nature of assistance they expect the Organization to provide in specific areas, stressing that the continued UNOCI presence and United Nations assistance were essential to stabilize the security situation and rebuild the country.

At the 5th and 7th meetings, on 16 and 17 June 2010, statements were also made by representatives of the following countries: Angola, Australia, Canada, China, Colombia, Côte d’Ivoire, Cuba, Ethiopia, France, Ghana, Guatemala, India, Ireland, Israel, Japan, Liberia, the Libyan Arab Jamahiriya (on behalf of the Group of Arab States), Namibia, Nicaragua, Norway, Pakistan, Papua New Guinea, Poland, the Russian Federation, Spain (on behalf of the European Union, the candidate countries Turkey and Croatia, and the countries of the Stabilization and Association Process and potential candidates Albania, Bosnia and Herzegovina, Montenegro and Serbia, as well as Ukraine, the Republic of Moldova, Armenia and Georgia, which aligned themselves with the statement), Switzerland, Trinidad and Tobago, the United Kingdom of Great Britain and Northern Ireland, the United Republic of Tanzania and the United States of America.

The rational is to diversify into other domestic fuel types to stabilize prices at the pumps and at the same time meet carbon dioxide emissions limits.

More precisely, costs will be higher, the greater the ambitiousness of the stabilization goal, the lower the number of parties that will share the mitigation effort and the more limited the scope for flexibility (such as mitigation options allowed and flexibility mechanisms available, e.g., emissions trading).
