The 12 Parts of the General Regulation cover matters from the procedural requirements governing the arrival and departure of local vessels, the navigation in the waters of Hong Kong, the berthing of, and use of buoys and piers by local vessels, the embarkation and debarkation of passengers, the safety requirements for handling of cargo, the use and display of lights and signals, the regulation and control of certain vessel registered in Mainland or Macau, the vessel traffic service permitting a report system operated through high frequency radiotelephone communication, and the imposition of control over some activities (such as racing events, water-skiing, fishing and bunkering activities) in waters of Hong Kong, and miscellaneous requirements enhancing the navigation safety of local vessels.

It was suggested that the States Parties reflect on how they can enable the necessary in-depth analysis and discussion of the requests in order to ensure that high quality requests continue to be the norm.

Care needed to be taken to ensure the highest standards in the drafting process and full governmental and professional consultations with a view to creating the best possible conditions for broad-based ratification.

That, as the adjustments of local oil product prices are always quick in going up but slow in coming down and the pace of price adjustments by various oil companies tends to be synchronized, while oil product pump prices often fail to truly reflect import costs, this Council urges the Government to actively consider introducing a fair competition law and other effective measures for the oil industries, including requesting the Competition Policy Advisory Group to take heed of any unfair mode of competition that may emerge in the local oil market, and entrusting the Group to monitor and study the situation, with a view to increasing competition in the oil industries and enhancing the transparency of product prices, thereby avoiding oligopoly, promoting fair competition and safeguarding commercial clients and the public against high oil prices.

These include: a deep-sea port being constructed on the Indian Ocean near the Rakhine State capital of Sittwe, and parallel road, high-speed rail, and oil and natural gas pipelines that will create an energy and trade corridor to China’s landlocked south west; the Kaladan multi-modal project that will create a transportation corridor between the Indian Ocean and India’s eastern seaboard and its landlocked north east; and the Dawei Development Project which, if completed according to plan, would include a large industrial estate and modern deep-sea port in the south, with road and rail links for transhipment of goods to Thailand and on to Vietnam, cutting several days off the sea route through the Straits of Malacca.

The Advisory Committee received the following clarification: in spite of the timing of its presentation, the proposal of the Secretary-General to establish an Emergency Preparedness and Support Unit was intended not to respond specifically to requirements related to the recent natural disaster in Haiti, but rather to put in place arrangements to deal with any crisis that has occurred or that may occur as the result of natural disasters, malicious acts directed at the United Nations or other emergencies.

Challenges faced include the region’s geography, entailing high travel costs both within and between Pacific Island countries, and the lack of commitment from other agencies towards education, culture and science priorities.

The forces of the United Nations Mission in Liberia will consolidate their locations and bases, shifting to a more mobile posture and working within the reduced strength of the military component of the Mission, in order to provide a security umbrella throughout the country, support the national security forces, conduct joint exercises with the new army, undertake inspections of inventories of weapons and ammunition obtained by the Government in accordance with the exemptions to the United Nations arms embargo for use by the national police, undertake cordon and search operations to retrieve illegal weapons, protect key United Nations and Government locations and installations and conduct regular air and ground patrols, in particular along the borders and in other high-risk areas.

For trade, they should use ingredients that were low in asparagines and reducing sugars when producing products processed at high temperature and should not cook food excessively.

At its sixty-fifth session, the General Assembly welcomed the commitment by Pacific Islands Forum leaders and the Secretary-General to enhanced high-level dialogue between the members of the Pacific Islands Forum and the United Nations; invited the Secretary-General to consider ways to promote and expand cooperation and coordination with Pacific Islands Forum members and the Forum secretariat; and requested the Secretary-General to submit a report on the implementation of the resolution to the Assembly at its sixty-seventh session (resolution 65/316).

The GICHD added that the destruction method to be used by Ukraine is safe, affordable, easily upgradable to national emission standards, simple to maintain and operate, built using readily-available materials and capable of sustaining high rates of output.

In describing the potential of MOST, the Council agreed that MOST relies on, inter alia: being an international platform that mobilizes Member State’s support for social sciences in their countries; being a resource that in a highly visible way creates demand and awareness in policymakers of their need for social science research in policy formulation; having the responsibility to promote and support capacity-building initiatives, particularly on systemic issues that require government action; the illustration of the credibility and relevance of MOST’s objectives by working through a select number of globally-significant social transformations, in accordance with Main Lines of Action 2 and 3 in Major Programme III on Social and Human Sciences of 36 C/5; and, encouraging participatory processes, engaging with civil society, and creating greater sensitivity to the need for social sciences.

(B) The manner, timing and terms of any sale of shares pursuant to this Bye-law (including but not limited to the price or prices at which the same is made) shall be such as the Board determines, based upon advice from such bankers, brokers or other persons as the Board considers appropriate consulted by it for the purposes, to be reasonably practicable having regard to all the circumstances including the number of shares to be disposed of and the requirement that the disposal be made without delay; and the Board shall not be liable to any person for any of the consequences of reliance on such advice.

Efforts at development of human capacities in least developed countries have been affected by high incidence of poverty, mass unemployment, high population growth rates, poor health and nutrition outcomes, as evidenced by high child and maternal morbidity and mortality rates and the high burden of undernutrition, the prevalence of communicable diseases, including HIV/AIDS, malaria, tuberculosis and polio, and the growing burden of non-communicable diseases.

Similarly, the establishment of high-value systems contracts for field supplies entail technical inspections of vendors prototypes and/or production lines followed by contract negotiations ($102,500); participation in specialized air transportation conferences ($28,800); organize the annual air carrier day in UNLB in cooperation with DFS to brief the industry on new developments regarding solicitation methods, revised model contracts and obtain industry feedback ($15,600); attendance of specialized trade fairs related to the automotive industry to ensure that the highest industry standards are applied to vehicle fleet contracting processes and after-sale support ($9,700); and attendance of the chief transportation officers’ conference in UNLB to gain better understanding of peacekeeping missions’ requirements related to vehicles and fuel ($8,700).

The Subcommittee is especially concerned whether there will be a balanced composition of the Authority; whether the mechanism for constituting the Authority would be transparent, fair and objective; whether the Authority's proceedings will be highly transparent to enable the public to know and understand its decision-making process; whether there will be adequate public access to the information on the Authority's plans and activities; whether there will be sufficient checks and balances to safeguard public interest; how far the Authority will be held accountable to LegCo and the public for its decisions and disposal of public resources; and whether the public and stakeholders will be extensively and systematically engaged in the planning and implementation of the project.

Hungary underlined that Norway’s cooperation with the universal periodic review, and its transparency and openness during the preparation and the review process, could serve as a model to other countries, and highly appreciated its voluntary commitment to provide information annually on the implementation of the recommendations it accepted.

Furthermore, the report of the High-level Panel on Threats, Challenges and Change (A/59/565) and the report of the Secretary-General “In larger freedom: towards development, security and human rights for all” (A/59/2005) proposed a number of initiatives of vital importance to millions of women and girls in conflict and post-conflict areas, including: the creation of a Peacebuilding Commission; increased focus on conflict prevention; the responsibility to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity; more effective protection of human rights; and enhanced rule of law.

In addition to the common documents considered under agenda item 3, the Commission had before it the report of the Asia-Pacific High-level Intergovernmental Meeting on the Assessment of Progress against Commitments in the Political Declaration on HIV/AIDS and the Millennium Development Goals (E/ESCAP/68/13).

In this regard, the highest policy responsibility rests with the Minister of Physical Development and the Environment while at the technical level, responsibility resides with the Chief Sustainable Development and Environment Officer.

At a minimum, children are entitled to a package of basic social services that includes high-quality health care, adequate food, housing, safe drinking water and sanitation and primary education, so that they can grow to their full potential, free of disease, malnutrition, illiteracy and other deprivations.

Some of the elements of a vision for a lowcarbon transport system could include: (a) dense, but green, and mixed-use cities that provide jobs, and shopping and leisure facilities close to people’s residential areas; (b) modern, high-quality links between the centres and good integration of long-distance hubs with local transportation; (c) high-quality alternatives to individual car use, in particular efficient public transport and good non-motorized transport infrastructure and its proper integration; (d) efficient, intermodal freight transport and smart urban logistics that also include clean vehicles; and (e) advanced technologies such as hybrid engines, alternative fuels or even electric motorbikes and cars.

In Agenda 21, all countries were called upon to (a) integrate land use and transportation planning in order to encourage development patterns that reduce transport demand; (b) adopt urban transport programmes favouring high occupancy, as appropriate; (c) encourage non-motorized modes of transport by furnishing safe cycleways and footways in urban and suburban centres in countries, as appropriate; (d) devote particular attention to effective traffic management, efficient operation of public transport and maintenance of public infrastructure; (e) promote the exchange of information among countries and representatives of local and metropolitan areas; and (f) re-evaluate current consumption and production patterns in order to reduce the use of energy and natural resources.

Under the proposed section 58B(6) of the Bill and the new proposed 58B(6A) (which was prescribed in the CSAs the Administration had agreed to move), if a precedence list published by the RO was revised because a person had become a Member, had died, or did not accept the seat, or the vacancy was not filled by the person who ranked highest on the precedence list to whom a notice was delivered, the RO must announce the revision and publish the list as revised.

Another least developed country expressed concern that the United Nations had identified it as a possible candidate for graduation based in part on the Economic Vulnerability Index criterion, which, in that country’s view, should not be made mandatory for graduation as the country was highly vulnerable to external shocks.

It also expressed disappointment at the outcome document, particularly with regard to the issue of the tools at Council’s disposal to address the most serious, urgent or emerging situations of human rights violations, wherever they occur; increasing the participation of national human rights institutions and non-governmental organizations across the Council work programme, including in the universal periodic review process and better using expertise in panel discussions, briefing sessions and interactive dialogues; holding Council members to the highest standards of promotion and protection of human rights, including by ensuring their full cooperation with the special procedures; resolving the political imbalances in the Council agenda.

The Chairman responded that there was no particular type of food which contained very high chloropropanol level found in this study, hence the key message to the public will be focused on promoting a balanced diet so as to avoid excessive exposure to certain contaminants from a small range of food items.
