(c) That the Country had submitted annual implementation reports in the form of Appendix 4-A (“Format of Implementation Reports and Plans”) covering each previous calendar year; that it had achieved a significant level of implementation of activities initiated with previously approved tranches; and that the rate of disbursement of funding available from the previously approved tranche was more than 20 per cent; and (d) That the Country has submitted an annual implementation plan in the form of Appendix 4-A covering each calendar year until and including the year for which the funding schedule foresees the submission of the next tranche or, in case of the final tranche, until completion of all activities foreseen.

The General Committee also took note of paragraph 5 of the annex to resolution 58/316 pertaining to the functions of the Committee, in particular subparagraphs (e) to (h), according to which the Committee shall continue to consider the further biennialization, triennialization, clustering and elimination of items of the customary agenda of the General Assembly; continue to schedule informal briefings on topical issues; recommend to the Assembly a programme of and format for interactive debates on the items on its agenda; and continue to consider ways and means to further improve its working methods to increase its efficiency and effectiveness in all aspects.

Speaking on behalf of 10 delegations, one speaker noted that the format achieved several results: (a) a clear understanding of the resource plan, including the expected contributions and resources used; (b) a more transparent linkage between resources and management results from the strategic plans, as well as a streamlining of results frameworks; (c) more transparent information on the use of all sources of income, core and non-core, for each costs category and functional cluster; (d) improved information on actual expenditures against projections; and (f) greater harmonization of the budgets, while respecting the specific business models of the agencies.

The new labelling requirements in prepackaged food products included declaring the presence of the eight most common allergy causing substances, labelling the functional class of food additive and its specific name or its identification number under the International Numbering System for Food Additives, and labelling of date format in a more flexible manner.

In addition to ensuring the permanent preservation of information in all formats, UNESCO should also champion easy public access to such information.

The provision of $70,000 would cover the requirements of the Internal Audit Division to engage consultancy services to deliver the following training courses during the resident auditors’ training conference in 2012: a two-day team-building workshop to be facilitated by an Office of Human Resources Management consultant and a training course on data sampling/analysis and the use of computer-assisted auditing techniques, covering topics such as data-manipulation terms, common data formats and structures, IDEA navigation and data sampling.

One member suggested the Government make reference to the Open Document Format in defining data standards for application in the public administration domain.

Accordingly, the Group has changed the primary reporting segment and selected business segment as the primary report format to align with its internal reporting structure.

The General Committee noted and decided to bring to the attention of the General Assembly that the Secretary-General encourages Member States to transmit all draft resolutions and decisions in electronic form as well as on paper; further encourages Member States to clearly indicate changes to a previous resolution in track-change format, using the previous resolution as the base text; and wishes to inform the Member States that the submitters are responsible for ensuring that the electronic and paper versions of the draft resolutions and decisions are identical in content.

After a brief introduction by the representative of the Secretariat of document 177 EX/51, several experts addressed the issues of adequate monitoring of extrabudgetary activities; the expected content, format and presentation of the “additional programme of targeted/projected extrabudgetary activities” and the ensuing collective and individual consultations with the funding sources; the handling of self-benefiting funding arrangements; and UNESCO’s cost recovery policy for extrabudgetary activities.

It is regrettable that Azerbaijan is once again misusing and misinterpreting the report of the Field Assessment Mission, just as in 2005, in order to justify its militaristic rhetoric and to move the discussions on the Nagorno-Karabakh conflict to other formats which can be harmful for the peace process in the framework of the OSCE Minsk Group.

Each State Party undertakes to make widely known and to disseminate the Covenant and the present Protocol and to facilitate access to information about the views and recommendations of the Committee, in particular, on matters involving that State Party, and to do so in accessible formats for persons with disabilities.

The purpose of these recommendations is to provide guidance to contractors in relation to the books, accounts and financial records to be maintained in accordance with the Regulations, the identification of internationally accepted accounting principles, the format for the presentation of financial information in the annual report, the definition of the actual and direct costs of exploration, and the form of certification of actual and direct exploration expenditures.

To evaluate country efforts towards achieving the four global objectives on forest and their linkages to the achievement of the Millennium Development Goals, ASEAN developed and endorsed, in 2007, the ASEAN Criteria and Indicators for Sustainable Management of Tropical Forests; the Monitoring, Assessment and Reporting Format for sustainable forest management; and Guidelines for the Implementation of the Intergovernmental Panel on Forests/Intergovernmental Forum on Forests proposals for action.

Reiterating the recommendation made at the twentieth session of the Crime Commission to restructure the high-level segment of the crime congress, holding it at the beginning of the crime congress and reducing its duration (E/2011/30, para. 91), Canada stressed that the Commission should, at its twenty-first session, reflect on that issue and decide on the best format for the high-level segment of the Thirteenth Congress.

Concerning the LOA and MOR, the Codex Secretariat drew the attention of the Commission to the standard formats contained in Annex 2 to the document, from which FAO would not allow any amendments, and encouraged countries interested in co-hosting sessions to carefully examine these standard formats beforehand.

This summary provides an overview of the paper entitled “Transparency and accountability: NPT reporting 2002-2009”, which compiles the reporting to date, provides background to the reporting commitment, reviews the continuing discussion of the appropriate scope and format of reports, broadly surveys the content of reports submitted and recommends ways in which reporting can be strengthened and thus better meet the principle of accountability that was emphasized as part of the 1995 indefinite extension of the Treaty.

The Commission noted further that the following publications would continue to be sent as hardcopies (or electronic media) to Codex Contact Points: Codex CD-ROMs of text-based and numerical standards as well as advocacy material such as Codex video and multimedia presentation; the Procedural Manual; A5 format booklets of selected Codex texts; and the Reports of the Commission.

The Council shall, within existing resources, strengthen its interaction with the Advisory Committee and engage more systematically with it through work formats such as seminars, panels, working groups and sending feedback to the inputs of the Committee.

The European Union recalled that it could not accept a review package that would have reduced the number of Council’s sessions while providing no opportunities for the Council to address emergency situations in an effective way, as it was not possible to find consensus on flexible work formats, such as informal meetings and briefings.

In response the Co-Chair noted that the issue of zeros in the data reporting formats had been addressed by the Implementation Committee at its forty-ninth meeting, which had approved a draft decision on the matter for consideration by the parties at the current meeting.
