In the Medical Services Section, the establishment of 15 additional national posts (6 National Officers and 9 national General Service staff) is proposed, as the Section has over the past years expanded the services it provides, which include round-the-clock operation of the UNOCI headquarters clinic, which is now functioning at level I-plus rather than the previous level I; patients are followed up at their homes after discharge from level III hospitals; patients are regularly visited in the 11 level III hospitals in Abidjan and in Sector West and Sector East; doctors in the regional headquarters perform outreach activity by visiting remote offices twice a week; support is provided to the Government during important functions and to the United Nations country team as part of the United Nations integrated framework; and medical support is proposed to be provided eight hours a day at the logistics base in Koumassi as opposed to the current two hours a day.

Two of the 4 general temporary assistance positions, 1 P-4 and 1 P-3 Training Officers, and 1 P-4 continuing post, currently funded from the support account, design, deliver, upgrade, harmonize and evaluate three ongoing cross-cutting leadership programmes: the senior mission leaders’ programme, a two-week course, conducted twice annually at a host Member State, for 26 candidates from Member States, the Secretariat, the United Nations agencies, programmes and funds); the senior leaders’ programme, a compulsory orientation course for all mission personnel at the D-2 level and above, conducted twice annually in New York; and SMART, an intensive year-long programme involving distance learning and three week-long workshops for two groups of 40 candidates.

Under the Working and Rest Time Act, the following categories of workers have reduced working time: employees who perform underground work, work that poses a health hazard or work of a special nature — up to seven hours per day or thirty-five hours per week; teachers and educators working in schools and other child care institutions, and other persons working in the area of education, and psychologists and speech therapists working on the basis of employment contracts entered into with a provider of health care services — up to seven hours per day or thirty-five hours per week.

In its resolution 53/208 B on the pattern of conferences, the General Assembly: (a) reiterated its request to the Secretary-General to ensure that documents were available in accordance with the six-week rule for their distribution simultaneously in the six official languages; (b) reaffirmed its decision that, if a report was issued late, the reasons for the delay should be indicated when the report was introduced; and (c) decided that, if a report was submitted late to the conference services, the reasons for the delay should be included in a footnote to the document.

The 10MSP further agreed that, on the basis of experimentation carried out during various intersessional work programmes, the States Parties should keep an open mind regarding the structure of the week of meetings of the Standing Committees to ensure the ongoing effectiveness of the intersessional work programme.

Relations with the United Nations system in Afghanistan are quite well established and are maintained through UNDAF development, regular attendance of UNCT and SMT meetings every week, as well as thematic consultations with concerned United Nations agencies.

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting in 2009 in order to facilitate further consideration on the implementation of the relevant recommendation contained in paragraph 27 of the report of the Group of Governmental Experts to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms (see A/63/334), on a step-by-step basis among all States Members of the United Nations, in an open and transparent manner.

The Administration has also undertaken a business analysis review, which reveals that all agreements currently entered into with private or parastatal entities (rent agreement, the Beechcraft operating between Kigali and Arusha twice a week, procurement of goods and stationery, agreements with security companies, etc.) have been tailored to suit our current needs and present sufficient flexibility to enable termination when the need no longer arises, or prolongation if necessary.
