Belgium replaced Canada as coordinator of the Contact Group and called upon States Parties to become champions of universalization in their own regions of the world.

A range of other suggestions was put forward, such as: to ensure the preservation of digital heritage, including archives and libraries as a component of the “Memory of the World Programme”; to develop media education programmes for children and adults; and to increase familiarity with the use of ICTs, especially within the framework of the knowledge society and knowledge economy, in light of the outcomes of the World Summit on the Information Society.

For its part, Viet Nam would develop a plan of action to implement effectively the universal periodic review recommendations and would stand ready to discuss and share experience with all countries and international organizations to better ensure human rights in Viet Nam and the world.

The Commission was informed of initiatives that were being undertaken by Pacific island developing countries to protect biodiversity and the maintenance of ecosystem services, such as the Phoenix Islands Protected Area in Kiribati, the largest marine protected area in the Pacific Ocean, and the Coral Triangle Initiative, which covered a number of countries in the Asia-Pacific region, included the greatest extent of mangrove forests in the world and provided a critical spawning and juvenile growth area for tuna and other globally significant fish species.

Many Member States identified opportunities for furthering intersectoral cooperation in the following areas: multilingualism; ICTs for education, especially for teacher training; media education; production of diversified and culturally diversified local content; cultural heritage, in particular by strengthening the links between the Memory of the World Programme and the other cultural heritage activities under Major Programme IV; infoethics; and the use of ICTs in human rights and democracy education.

It also considered the issue from a more general point of view in resolution 1373 (2001) on threats to international peace and security caused by terrorist acts (the Council “[noted] with concern the close connection between international terrorism and transnational organized crime, illicit drugs, money-laundering, illegal arms-trafficking, and illegal movement of nuclear, chemical, biological and other potentially deadly materials”) and in the presidential statement (S/PRST/2009/32) on peace and security in Africa (“the Security Council notes with concern the serious threats posed in some cases by drug trafficking and related transnational organized crime to international security in different regions of the world, including in Africa”).

The Meeting also called on all States Parties to recommit, even in difficult financial times, to realising a world without anti-personnel mines, where the rights of all are respected and where all women, girls, boys and men can live in dignity and prosperity.

An amount of $152,000 is proposed for travel to participate in: peacekeepingrelated seminars, conferences, workshops and coordination meetings with World Bank officials in order to exchange on lessons learned on disarmament, demobilization and reintegration, the annual Inter-Agency Working Group on Disarmament, Demobilization and Reintegration, which seeks to coordinate and harmonize the efforts of all United Nations actors on disarmament, demobilization and reintegration, and coordination meetings with African Union officials in Addis Ababa ($29,400); the Secretary-General’s annual retreat and a workshop at the Kofi Annan Training Centre in Accra ($22,700); seminar and workshops related to the different aspects of the police involvement in peacekeeping, support to national authorities and international policing ($92,300); and the annual meeting on juvenile justice ($7,600).

Some countries have or made considerable efforts to implement simple and transparent rules of origin for least developed country products, but other serious obstacles to trade remain, including non-tariff barriers that are inconsistent with World Trade Organization rules and obligations and supply-side constraints, in particular lack of infrastructure and modern technologies and energy deficiency.

Civicus - World Alliance For Citizen Participation welcomed new laws adopted on nongovernmental and non-profit organizations asking the Government to report publicly, accurately and comprehensively how these laws had been implemented and what had been done in relation to various recommendations to improve the protection of civil society space, namely to ensure freedom of expression, assembly, association and the right to participate in public and political life, to adopt a National Plans of Action to improve the human rights situation and to implement some of the recommendations of the Treaty Bodies on freedom of peaceful assembly, to investigate all reports of assaults on human rights defenders and bring to justice those responsible.

In the developing world, mobile telephones are addressing two of the major access issues, namely the investment costs for terminals and the “getting started” costs of digital literacy as preconditions for the use of digital services.

It recognized that the Asia-Pacific region remained home to almost two thirds of the world’s poor and that there were visible disparities between rural and urban areas, between different social and ethnic groups, and between regions within countries.

Some delegations were of the view that private standards were part of the current world situation and were relevant to certain segments of the market and important for diversified market requirements; however it was necessary to monitor their development in order to ensure that they did not become non-tariff barriers to trade.

In that connection, we emphasize the need to develop methods for monitoring acts committed against civilians during armed conflicts and the need for measures to be taken to persuade all countries and parties to conflicts throughout the world to fulfil their commitment not to target civilians and to protect their lives, property and legitimate interests without applying double standards, bearing in mind the need to fully respect the sovereignty of States and the principle of non-interference in their internal affairs.

Special and differential treatment and policy flexibility for LDCs need to be made operational according to a given country’s stage of development (rather than limiting it by time) within the World Trade Organization and regional and bilateral agreements, so that LDCs can adopt development strategies that reflect their specific needs and opportunities.

(m) To carry on in any part of the world all or any of the businesses of importers, exporters, general traders, commission agents, indent agents, forwarding agents, gem merchants, jewellers, goldsmiths, silversmiths, watch and clock makers, electro-platers, dressing-bag makers, carriers, tourist agents and contractors, warehousemen, tobacco and cigar merchants, agents for theatrical and opera box office, advertising contractors and agents, and holders of exhibition, and to buy, sell, import, export, manufacture, manipulate, turn to account and prepare for market, and deal in goods, wares, materials provisions, produce, merchandise, commodities, substances, articles and chattels of all kinds, both wholesale and retail, and to transact every kind of agency business and to undertake the business of manufacturers’ representatives.

The representative of the Secretariat said that the World Bank had submitted a request for the release of the fourth and last funding tranche of US $1,767,000 plus agency support costs for the 2009 implementation programme for phasing out use of CFC-11 in the polyurethane foam sector in China.

The strategic direction of the subprogramme derives mainly from the commitments agreed upon at relevant United Nations intergovernmental processes, including the Programme of Action of the World Summit for Social Development, the Programme of Action of the International Conference on Population and Development, the Beijing Declaration and Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women, the Convention on the Rights of Persons with Disabilities, the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families, the Madrid International Plan of Action on Ageing, the World Programme of Action on Youth, and the United Nations Millennium Declaration as well as the commitments adopted at the High-level Plenary Meeting of the General Assembly in 2010 and the Political Declaration on HIV and AIDS: Intensifying our Efforts to Eliminate HIV and AIDS.

The Subcommittee was informed by the observer for EUTELSAT-IGO about the outcome of the 2012 World Radiocommunication Conference, the work of the Broadband Commission for Digital Development, established by the Secretary-General of the International Telecommunication Union (ITU) and the Director-General of the United Nations Educational, Scientific and Cultural Organization in 2010 with the aim of accelerating the achievement of the Millennium Development Goals in that field, and the agreement of the thirty-seventh meeting of the EUTELSAT Assembly of Parties in 2011 to provide regular reports to the parties on repeated deliberate interference on several radio and television channels broadcast via EUTELSAT satellites, stressing that since the previous such report there had been a large increase in such interference.

While enterprise workloads vary, the SPC-1C test uses synthesised, scalable, real-world workloads that represent a segment of enterprise applications characterised predominately by random I/O operations and require both query and update operations (for example: OLTP systems, database systems and mail server applications).

Despite the fast growth of certain developing economies, a significant share of the world’s population continues to live in poverty and has not been able to harness knowledge for economic prosperity.

The Chair suggested that, as a substantial number of questions remained unanswered, the proposal should be removed from the World Bank’s business plan, but could be included in a future business plan following additional consultations.

Special and differential treatment must remain an integral part of the multilateral trading system in order to enable developing countries, in particular the most economically vulnerable, to fulfil their commitments and facilitate their integration in world trade.

A set of flagship publications have been planned with regional lens, which include (i) The Arab Region 2025, which will forecast and analyse current and future trends for the region in economic, social, political and cultural areas; (ii) Transitions to Democracy, which looks into the nature of political changes in Arab countries and analyses the lessons learned from political transitions in other areas of the world to draw conclusions and best practices on the policy options available to ensure effective and sustainable transitions to democracy; (iii) Arab Regional Integration, which analyses the potential areas and characteristics of integration be they social, economic, cultural or political and assessing their prospective impact on the long-term development of the region; and (iv) a joint publication with other Regional Commissions on Beyond the MDGs: A Future United Nations Development Agenda.
