Despite these global initiatives, road safety in many countries of the region is still not receiving priority in national planning or policies.

This responsibility includes designing, implementing and maintaining internal control relevant to the preparation and the true and fair presentation of financial statements that are free from material misstatement, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

These 12 posts comprise one P-2 post of Associate Economic Affairs Officer under executive direction and management; one P-2 post under subprogramme 1, Linkages with the global economy, regional integration and cooperation; one P-2 post under subprogramme 2, Production and innovation; one P-2 post under subprogramme 3, Macroeconomic policies and growth; one P-2 post under subprogramme 5, Social development and equality; one P-2 post under subprogramme 12, Subregional activities in Mexico and Central America; one Local level post under subprogramme 13, Subregional activities in the Caribbean; and one P-4 temporary post, one P-2 post and three Local level posts under programme support.

Focus will be placed on promoting systemic reform of secondary education curriculum as well as national policies for enhancing linkages between general secondary and vocational programmes, the emphasis being on life skills development for employability and effective citizenship.

It focuses on the conclusions and recommendations of the expert group meeting which, among other things, called upon: the United Nations system, Member States and indigenous peoples’ organizations to recognize the rights and special needs of indigenous women and girls; Member States to adopt measures, in conjunction with indigenous peoples, to ensure that indigenous women and girls enjoy the full protection and guarantees against all forms of violence and discrimination; the United Nations system to support efforts and initiatives that provide support and protection to indigenous women and girls; and indigenous communities to consider seriously the problem of violence against indigenous women and girls in their communities through ways that include the recognition and dismantling of existing patriarchal social relations, the elimination of discriminatory policies and a continuous commitment to indigenous women’s rights in all indigenous institutions and at all levels.

Accordingly, it is proposed that 1 general temporary assistance position of Child Protection Adviser at the P-4 level be continued in order to ensure the integration of the protection, rights and well-being of children affected by armed conflict into all aspects of peacekeeping policies and programmes at the Headquarters level.

The Commission underlined that development must be people-centred, including through good governance and public policies that promote health, education, skills development, decent job creation, gender equality and empowerment, as well as through measures to enhance social protection and social justice, while simultaneously addressing the challenges of increasing social disparity and income inequality.

The activities undertaken within this function will include: (a) producing country, regional and global-level technical and programme guidance covering the substantive areas in which UN-Women works, from ending violence against women to increasing women’s contributions to peace and security; (b) devising and coordinating multi-stakeholder, holistic country programmes that involve inter-agency participation and national partners in line with national and regional policies and priorities and that are consistent with UN-Women’s Strategic Plan; (c) ongoing, on-demand technical support to national partners and UNCTs in UN-Women’s core areas of work (e.g., support to NWMs; support to women’s organizations and networks; support to the Resident Coordinator and gender thematic groups; and support to reporting on and implementing CEDAW); and (d) the management and monitoring of global programmes and trust funds.

The delegation of Nepal requested that the secretariat help least developed and landlocked countries to conduct analyses on key export and import products; introduce single windows and paperless trade and the promotion of public-private sector dialogue on the implementation of trade and transit facilitation measures; provide a platform to discuss issues of common concern, paying particular attention to least developed and landlocked countries; promote value chains for agricultural and forestry products, including under initiatives such as “one village one product” programmes; and disseminate information and provide capacity-building assistance on the certification of organic foods and sanitary and phytosanitary standards, accession to APTA and overall assistance in the formulation of appropriate trade and investment policies.

For example, if gender norms reinforce early pregnancy, there may be lack of awareness of girls’ rights to education and equality among family members and of the health risks of pregnancy for young adolescents; lack of positive leadership by community elders, local teachers and political leaders regarding gender roles; lack of education regarding women’s rights and gender equality in national school curricula, coupled with forced pregnancy testing in schools or other policies that reinforce gender norms; national legislation that directly discriminates against women and girls or has a disproportionate adverse impact on them; economic pressures that contribute to early marriage and pregnancy; or a combination of the above.

One of the major factors is that, while policies aimed at improving competition have been implemented with a view to addressing these pricing and availability issues and have had a positive impact, there are remaining bottlenecks.

Despite that broad conceptual acknowledgment, the political debate continues, first, on the nature of the security-development nexus; secondly, on the types of policies that should be pursued to achieve durable peace, security and sustainable development, including to address the root causes and drivers of conflicts; and thirdly, on the way forward for the Security Council to prevent the eruption or protraction of, or relapse into, violence, given the changing nature of conflicts and the security-development nexus, as well expressed in the concept note prepared by the Mission of Brazil (S/2011/50, annex).

The net fair value gain or loss recognised in the income statement does not include any dividends on these financial assets, which are recognised in accordance with the policies set and for “Revenue recognition” below.

In addition, they recalled that victim assistance should be part of public health, rehabilitation, social services and human rights frameworks and that efforts should be integrated into broader national policies, plans and legal frameworks related to disability, health, education, employment, development and poverty reduction, noting again that victim assistance efforts should not exclude any person injured or disabled in another manner while ensuring that services are provided where they are needed.

In this context, many challenges would need to be addressed, in particular: the gap between the current competencies and skills and the competencies required in order to meet the Organization’s future needs, also affected by delays in the current recruitment processes of the Organization; the gender and geographical balance of staff; a regulatory framework in need of updating, including the Staff Regulations and Staff Rules and policies; the need for staff contracts to be aligned with the best practices within the UN Common System; and the need to enhance the efficiency and effectiveness of human resources processes.

He also drew attention to the report of the Independent Audit Advisory Committee (IAAC) on internal oversight: proposed programme budget for the biennium 2012-2013 (A/66/85); the note by the Secretary-General transmitting the report of the Joint Inspection Unit (JIU) entitled “Review of management and administration in the United Nations Office on Drugs and Crime” (A/66/315) and the comments of the Secretary-General and of the United Nations System Chief Executives Board for Coordination (CEB) (A/66/315/Add.1 and Add.1/Corr.1); the note by the Secretary-General transmitting the JIU report entitled “Policies and procedures for the administration of trust funds in the United Nations system organizations” (A/66/348) and the comments of the Secretary-General and of CEB (A/66/348/Add.1); and the report of the Office of Internal Oversight Services (OIOS) on the review of the organizational framework of the public information function of the Secretariat (A/66/180).

Delegates recognized the need for governments in the region to strengthen national programmes and policies for the conservation and sustainable use of genetic resources for food and agriculture, and for the fair and equitable sharing of benefits arising from their use, including through adequate and predictable funding.

The Executive Committee encourages the Philippines to continue its path towards complete phase-out of Annex A and B substances in 2010 through completion of its national CFC phase-out plan, ongoing monitoring and public awareness raising activities; and, effective enforcement of policies to reduce incidences of illegal ODS trade, and early action to initiate activities for HCFC phase out.

Starting from the objective to ensure increase of welfare of the country through rationalisation of policies of social protection and increase of access to high quality services, cooperation will focus on activities of reform of the social assistance system, emphasis being made on an efficient system of social services, development and diversity of social service through promotion of the principle of non-institutionalisation, redirection of financial means from residential institutions to community and family service, as well as other types of services.

Work within the program will aim to achieve a productive work environment, which reflects organizational values, and is supported by a fair and equitable rules framework, respectful workplace policies and effective channels to address staff concerns.

Consideration of each annual review in the General Assembly and the Economic and Social Council should include, inter alia, (a) follow-up, monitoring and assessment of progress in the implementation of the Programme of Action at the national, subregional, regional and global levels through reporting by Governments, as well as by the secretariats and intergovernmental bodies of the United Nations system and of other relevant subregional, regional and international organizations and institutions; (b) fostering international cooperation in support of the Programme of Action, including coordination among donors and among organizations referred to above; and (c) elaborating new policies and measures in the light of changing domestic and external circumstances facing least developed countries.

The document prescribes measures and activities which shall help mainstream the social model and approach based on human rights into the policies affecting the status of persons with disabilities: mainstreaming issues relating to the status of persons with disabilities into general development plans; developing efficient legal protection; availability of social, health and other services based on the rights and needs of beneficiaries; developing policies and implementing programmes providing equal opportunities for persons with disabilities and encouraging independence, personal development and active living in all areas; providing access for persons with disabilities to the constructed environment, accessible transportation, information, communications and public services, and providing adequate living and social safety standards.

14.4 During the 2014-2015 period, the programme is expected to continue to concentrate its efforts on the following six focus areas: (a) increasing women’s leadership and participation in all areas that affect their lives, including in political and economic areas; (b) increasing women’s access to economic empowerment and opportunities, especially for those who are most excluded, particularly women living in poverty; (c) preventing and eliminating violence against women and girls and expanding access to survivor services; (d) increasing women’s leadership in peace, security and humanitarian response; (e) strengthening the responsiveness of plans and budgets in the area of gender equality at all levels; (f) supporting the development of global norms, policies and standards on gender equality and women’s empowerment.

In implementing their policies to promote the enjoyment of socio-economic, cultural and political rights, the different ministerial departments adopt various measures and actions according to predefined strategies and use appropriate mechanisms to achieve the goals set.

(d) To hold in trust as trustees or nominees of any person or persons, company, corporation, or any charitable or other institution in any part of the world and whether incorporated or not and to manage, deal with and turn to account, any real and personal property of any kind, and in particular, shares, stocks, debentures, debenture stock, notes, securities, options, policies, book debts, claims and choses-in-action, lands, buildings, hereditaments, business concerns and undertakings, mortgages, charges, annuities, patents, licences, and any interest in any real or personal property, and any claims against such property or against any person, firm or corporation.

In the future, while maintaining its prudent fiscal policies, the Group will continue to develop its business cautiously, broaden its distribution network and expand its production capacity with a view to building a quality, convenient and healthy living environment for its customers and the people.
