As discussed in the final report of the previous Group of Experts (see S/2009/521, paras. 292-306), between 2003 and 2007, Ivorian rough diamonds infiltrated the Ghanaian KP certification process.

The delegation of Nepal requested that the secretariat help least developed and landlocked countries to conduct analyses on key export and import products; introduce single windows and paperless trade and the promotion of public-private sector dialogue on the implementation of trade and transit facilitation measures; provide a platform to discuss issues of common concern, paying particular attention to least developed and landlocked countries; promote value chains for agricultural and forestry products, including under initiatives such as “one village one product” programmes; and disseminate information and provide capacity-building assistance on the certification of organic foods and sanitary and phytosanitary standards, accession to APTA and overall assistance in the formulation of appropriate trade and investment policies.

(F) If the Company or any of its subsidiaries shall in any way modify the rights attached to any share or loan capital so as wholly or partly to convert or make convertible such share or loan capital into, or attach thereto any rights to acquire, Ordinary Shares, the Company shall appoint an approved merchant bank to consider whether any adjustment to the Conversion Price is appropriate (and if such approved merchant bank shall certify that any such adjustment is appropriate the Conversion Price shall be adjusted accordingly).

Food items covered in the prohibition order included the a) all fruits and vegetables; b) all milk, milk beverages and dried milk; and c) all chilled or frozen game, meat and poultry, poultry eggs, and live, chilled or frozen aquatic products unless accompanied by a certificate issued by the competent authority of Japan certifying that the radiation levels do not exceed the standards laid down by the Codex.

The Engineering Standards and Design Centre is responsible for strengthening the support provided to field missions as regards the provision of expert advice on long-range development planning and policies; the development of system contracts; the management of complex and specific engineering projects; the review and approval of the design and construction of major structures, facilities and systems and of engineering activities in the field; the development of engineering input for all new missions and liaison with other units within the Department of Field Support and the United Nations on matters relating to engineering support; and principal certifying functions for all related cost centres (see A/66/724, paras. 63 and 64).

The Registry is expected to meet its objective and expected accomplishments on the assumption that: (a) the States of the former Yugoslavia cooperate in the provision of information and other forms of assistance; (b) there are no delays in the proceedings for reasons beyond the Tribunal’s control, such as illness of the accused, unforeseen disclosure of material, requests for replacement of defence counsel, requests for review of cases already tried, other motions affecting the proceedings or the non-availability of witnesses to certify statements and provide testimony; and (c) the turnover rate of the Tribunal’s staff remains within acceptable limits.

The priorities and challenges that are anticipated for the 2012/13 period include the provision of continuous support to meet the procurement requirements for peacekeeping, including conducting procurement for field operations within the same region through the Regional Procurement Office; the conduct of further vendor outreach seminars to increase vendor registrations from developing countries and countries with economies in transition; the continuous maintenance and system administration of the online procurement training module and procurement certification programme; and implementation of best procurement practices throughout United Nations Headquarters and field operations.

The duties of the tellers shall be to supervise the balloting procedure, count the ballot papers, decide on the validity of a ballot paper in any case of doubt, and certify the result of each ballot.

Various criteria were used to determine the offices to benefit from this mentoring exercise including: the total budget (both regular programme and extrabudgetary resources), the dates of appointment of the director and administrative officer, the number of staff in the administrative unit, the number of certifying officers and bank signatories, the status of the control environment, and the status of the implementation of audit recommendations.

With regard to the incremental costs of the conversion of the foam manufacturing enterprises, the following issues were addressed: the higher unitary costs proposed for several equipment items, such as storage tanks, dispenser retrofit, and safety-related equipment, as compared to other similar costs agreed in previously approved projects; the application of similar unitary costs to all enterprises irrespective of the output capacity or the age of the equipment, or the number of equipment items in the baseline; the feasibility of reducing the number of premixing stations and polyol buffer tanks; and the potential for rationalizing costs related to product and process trials, process and safety training, safety audit/certification and external expertise given that among other considerations, several enterprises will be converted to the same technology.

While some WTO members had underlined the positive aspects of private standards on quality and access to high quality markets, many other members had expressed the following concerns: the application of private standards at the import stage resulted in de facto barriers to trade, and created difficulties especially for developing countries; complying with these standards required multiple certification by private bodies, with a high cost for small producers; in many cases private standards were more restrictive and prescriptive than government standards and Codex standards and often had no scientific basis; the process by which private standards were set lacked transparency and inclusiveness; and in some cases such standards did not meet the requirements of the SPS Agreement.

In the meantime, UNOCI will continue to focus on helping the Ivorian parties to surmount the challenges and minimize the risks identified above, including by: (a) supporting the Ivorian parties and the Facilitator in their efforts to keep the peace process on track; (b) contributing to a secure environment for the elections, including by advancing the agendas for the effective disarmament of former combatants and dismantling of militias, inter alia, by monitoring the cantonment of former combatants and the storage of the weapons collected; (c) providing technical and logistical support for the electoral process and monitoring the progress made in the various processes leading to credible and transparent elections; (d) contributing, through my Special Representative’s certification role, to enhancing the credibility of the electoral process; and (e) supporting the economic recovery process pursued by the Government of Côte d’Ivoire.

This trade representative suggested that the accreditation service on ISO 22000 and HACCP programme should be monitored closely and inquired whether CFS would participate in regulating the accreditation service in this respect and whether HKAS had regulated the certification bodies under its purview and whether there were sufficient professionals with HKAS to regulate the service providers.

The recognised certification agency (SNCH) offers EU wide recognised services that allow manufacturers to access international markets within a minimal period of time and at an affordable cost.

As discussed in the final report of the previous Group of Experts (see S/2009/521, paras. 292-306), illicit traders have used Ghanaian diamond voucher receipts to certify rough diamonds of Ivorian origin as Ghanaian-produced stones.

These include the additional training and certification of refrigeration service technicians, particularly in the northern part of the country, additional training and awareness-raising of customs officers, retrofitting of small-capacity commercial refrigeration systems and cold rooms to alternative refrigerants (mainly hydrocarbon-based and CFC-MAC units to HFC-134a); continued public awareness and information dissemination activities; and management and monitoring activities.

(d) To advise on medico-administrative issues, including medical aspects of sick leave, the evaluation and certification of sick leave for staff worldwide, the provision of medical advice to the United Nations Joint Staff Pension Fund, the Advisory Board on Compensation Claims, the Field Budget and Finance Division (on compensation claims of troops) and the International Civil Service Commission (regarding medical aspects of hardship classifications of duty stations), advising the Administration on special dependency allowances for disabled children and special education grants for children with disabilities, and advising on health-related policies system-wide (in administrative instructions, information circulars, etc.).

Certification is required to confirm that the equipment was produced using the best knowledge available and is safe for workers.

The Investigation Commission is expected to achieve its objectives provided that: (a) all parties concerned cooperate in providing information and facilitate the testimony of witnesses; (b) there are no delays in the proceedings for reasons beyond the Commission’s control, such as the unavailability of witnesses to certify statements and provide testimony; (c) the security environment is conducive to the Commission’s work; and (d) there is no impediment of case development or intimidation of witnesses and suspects.

It was mentioned that the TBT Committee could be asked to consider if a fee to be paid to certify conformity to private standards on TBT issues could be seen as a technical barrier to trade.

The purpose of these recommendations is to provide guidance to contractors in relation to the books, accounts and financial records to be maintained in accordance with the Regulations, the identification of internationally accepted accounting principles, the format for the presentation of financial information in the annual report, the definition of the actual and direct costs of exploration, and the form of certification of actual and direct exploration expenditures.

(A) Any Director or the Secretary or other authorised officer of the Company shall have power to authenticate any documents affecting the constitution of the Company and any resolutions passed by the Company or the Directors or any committee, and any books, records, documents and accounts relating to the business of the Company, and to certify copies thereof or extracts therefrom as true copies of extracts; and where any books, records, documents or accounts are elsewhere than at the Registered Office or the Head Office, the local manager or such other officer of the Company having the custody thereof shall be deemed to be the authorised officer of the Company as aforesaid.

By setting minimum substantive criteria for developing aquaculture certification standards, including animal health and welfare, food safety, environmental integrity and socio-economic aspects, these guidelines provide direction for the development, organization and implementation of credible aquaculture certification schemes.

The Trustee and Manager may agree to modify the Trust Deeds by supplemental deed provided that the Trustee certifies that such modification (a) is expedient for the economical, simple, advantageous or profitable working or management of the Funds and is not materially detrimental to the interests of Unitholders and does not operate to release to any material extent the Trustee, the Manager, or any other person from any liability or responsibility to Unitholders, and does not increase the costs and 28 charges payable out of the Funds or (b) is necessary in order to comply with fiscal or other statutory or official requirements.

These subjects included, but were not limited to: combating IUU fishing; managing fishing capacity; ecolabelling and aquaculture certification; supporting small-scale fisheries; adopting an ecosystem approach to capture fisheries and aquaculture; identification of vulnerable marine ecosystems; rebuilding of stocks; low levels of financial and human resources; pollution control; climate change; bycatch; and, where a performance review had taken place, the ongoing need to address its recommendations.

These include the creation of the Kimberley Process Certification Scheme, which imposes stringent requirements on trade to ensure that so-called “conflict diamonds” are not traded; the Publish What You Pay Campaign, an international campaign led by a coalition of non-governmental organizations calling for the mandatory disclosure of tax, fee and royalty payments made by companies to Governments for the extraction of minerals; and the Extractive Industries Transparency Initiative.
