The National Central Bureau carried out other specific work such as appointing the terrorism liaison official; linking the INTERPOL I-24/7 computer system and police units, giving the General Directorate of Migration and Immigration access to the Fixed Interpol Network Database and Mobile Interpol Network Database (FIND/MIND) to check passenger lists at the international airport in order to prevent terrorists from entering and passing through the country; updating the database of lost and stolen passports; and investigating and registering international foundations that wanted to operate in the country.

Many Member States identified opportunities for furthering intersectoral cooperation in the following areas: multilingualism; ICTs for education, especially for teacher training; media education; production of diversified and culturally diversified local content; cultural heritage, in particular by strengthening the links between the Memory of the World Programme and the other cultural heritage activities under Major Programme IV; infoethics; and the use of ICTs in human rights and democracy education.

These include: a deep-sea port being constructed on the Indian Ocean near the Rakhine State capital of Sittwe, and parallel road, high-speed rail, and oil and natural gas pipelines that will create an energy and trade corridor to China’s landlocked south west; the Kaladan multi-modal project that will create a transportation corridor between the Indian Ocean and India’s eastern seaboard and its landlocked north east; and the Dawei Development Project which, if completed according to plan, would include a large industrial estate and modern deep-sea port in the south, with road and rail links for transhipment of goods to Thailand and on to Vietnam, cutting several days off the sea route through the Straits of Malacca.

The types of services provided in these remote areas include mobile phone and internet connections that link into the main systems and this has increased the demand for satellite capacity.

As UNESCO emerges from its isolationist past, the Organization needs to broaden and deepen its understanding of development challenges at the country level and poverty-related issues at the grass-roots level, so as to better link our sectoral programmes to the MDGs and international agenda.

In accordance with article 11 of the Rules and Regulations, claims are eligible for inclusion in the Register if: (a) the claimant is a natural or legal person; (b) the claimant has substantially met the technical requirements for submitting a claim; (c) the claim is within the jurisdiction of the Register of Damage; (d) the claimant has established a legal interest in the claimed damage; (e) the claimed damage is material; (f) the claimant has established a causal link between the claimed damage and the construction of the Wall in the Occupied Palestinian Territory; (g) the claimed damage was in fact sustained; (h) the documents and assertions in support of the claim are substantially consistent; and (i) the claim has been established prima facie, based on the information and documents submitted by the claimant, giving the claimant the benefit of the doubt in appropriate cases and bearing in mind the varying circumstances with regard to title and residency status of claimants.

In the opinion of the Advisory Committee, in some sections of the budget the resources required are not clearly presented (e.g., the requirements for the Geneva office), and it is not easy to link the need for resources for non-post requirements with the activities described under the Fund’s programme of work.

It was informed that, while the Executive Director was ultimately responsible for internal and external coherence of UNODC, the D-1 Chief of Branch would also contribute to ensuring coherence by linking together the Secretariat of the Governing Bodies, donor relations and resource mobilization, strategic planning, and communication and advocacy.

The incumbent of the proposed post of Police Reform Coordinator (P-4) would be responsible for the implementation of the overall police reform programme developed by the Police Reform Steering Committee and provide support to the completion of the thematic action plans for police reform; advise the leadership of PNC on the implementation of the reform projects; assist in the implementation of the reform initiatives at the provincial level and in the establishment of mechanisms to link police reform to the broader security sector reform framework; and supervise all training activities in support of the capacity-building and the reform of PNC.

These developments are also providing means for linking to suppliers and customers in ways that are more collaborative and innovative than earlier electronic and non-electronic methods.

The Office continues to closely monitor progress towards the rest of them with quality in higher education being of concern as well as the strengthening of technical and vocational education and its link with the world of work.

The role of transport links, especially railways, in improving energy trade opportunities was also highlighted.

The scope of organized violence committed by these groups, their substantial economic power, capacity to corrupt authorities and State institutions, links with local authorities and local networks of influence, their impact on social actors and the alarming levels of violence against civilians make them a daunting challenge to the rule of law.

Some of the elements of a vision for a lowcarbon transport system could include: (a) dense, but green, and mixed-use cities that provide jobs, and shopping and leisure facilities close to people’s residential areas; (b) modern, high-quality links between the centres and good integration of long-distance hubs with local transportation; (c) high-quality alternatives to individual car use, in particular efficient public transport and good non-motorized transport infrastructure and its proper integration; (d) efficient, intermodal freight transport and smart urban logistics that also include clean vehicles; and (e) advanced technologies such as hybrid engines, alternative fuels or even electric motorbikes and cars.

Ms. Ghanea drew five preliminary conclusions: (a) the discussion on limitations to freedom of expression could not be dissociated from the overall obligations under the Covenant as a whole, such as full equality before the law, due process and rights of minorities; (b) random or orchestrated acts of violence that have no reasonable link to expression should not justify limitations to freedom of expression; (c) where hatred itself incited to violence, it showed a broader pattern of violations; triggering article 20 demonstrated a failure of the State to guarantee the right to non-discrimination under article 26; (d) article 20 also required a careful and calibrated range of sanctions; at a minimum, it should not infringe expression itself and at a maximum it could trigger sanction; care had to be taken for the limitations not to have a chilling effect on freedom of expression in general; and (e) other actions in the national sphere were needed.

In the absence of such a framework that links sanctions and reforms, neither may see much progress.

In the Group’s view, this strategy underlines the links between Darkwood Logistics and UAZ-CI, as well as the intention of concealing the identity of the real proprietors of the companies involved, in violation of the sanctions regime.

The report also noted that member States voiced support for the following steps to be taken: (a) further streamlining the number of documents and their contents; (b) further consolidating reports; for example, committee reports could serve as background or information documents, with only the key recommendations from each committee session compiled into its own document for consideration by the Commission; (c) producing reports that are concise, direct and easy to understand, and directly related to the outcome of the meeting, containing the necessary references and links to background documents and reflecting consensus and recommendations; and (d) moving towards a paperless Commission session by ensuring that all documents are available online and that no more than two sets of documents are printed and sent to each member State, including one in the official language of its preference, and notifying member States via e-mail of the availability of the documents online.b 4.

Railroads, highways, and information and communications technology — the basic tools of transportation and communication — are essential links between regional and international markets, supply chains, and value chains.

Finally, the session underlined the need to be open to the establishment of innovative mechanisms and to work towards the establishment of comprehensive and mutually reinforcing systems linking ICC, any possible future hybrid court and national bodies as well as criminal prosecutions and reparations programmes.

(c) The challenges faced by migrants are today compounded by new threats, such as the global financial crisis and economic downturn, climate change, food insecurity and organized crime, and encourages international organizations, academic institutions, Member States and civil society to carry further studies on these threats and their link with racism, racial discrimination, xenophobia and related intolerance.

The Company donated satellite capacity, time, knowledge and expertise to help establish vital communication links, and provided equipment and emergency support to various Government departments and emergency services in the affected areas.

Nonetheless, for those who wanted it, the “About DPI” link contained further information on the Department’s mission and structure, including an organizational chart with pop-up boxes that provided a short explanation of each Division’s activities and a link to its individual web page.

To a related question, UNIDO advised that the Government has established working links with a series of national, regional and international development-related organizations, such as the Industrial Bank of Venezuela, the Andean Corporation of Development, the Latin American Economic System, the ALBA Bank, and the Inter-American Development Bank, and that the Government is also looking into other bilateral co-financing sources; it was also recognised that results of expected discussions with the different institutions will take time to come to fruition.
