At its sixty-fifth session, the General Assembly welcomed the strengthened and fruitful cooperation between the United Nations and the International Organization of la Francophonie; invited the United Nations system organizations to collaborate with the Secretary-General of la Francophonie by identifying new synergies; invited the Secretary-General of the United Nations to take the steps necessary, in consultation with the Secretary-General of la Francophonie, to continue to promote cooperation between the two Organizations; and requested the Secretary-General to submit to the Assembly at its sixty-seventh session a report on the implementation of the resolution (resolution 65/263).

An amount of $204,500 is proposed for travel resources in connection with technical support for the following: the establishment of the secondary active telecommunications facility in Valencia, Spain, to oversee the engineering work, construction of the site, the establishment of the data centre and the implementation of ICT systems, and to meet with airport management, Government officials and Ingeniería de Sistemas para la Defensa de España, S.A. ($106,800); the establishment of a logistics hub in Entebbe, Uganda, to meet with Ministry of Foreign Affairs and other Government officials regarding the proposed memorandum of understanding, to review plans with various missions onsite to ensure consistency of deliverables and to meet with the security assessment team to review its final report and provide feedback and comments ($97,700).

At its eighth meeting, the Commission examined items 5.10 “Establishment of an international centre for water hazard and risk management (ICHARM) in Tsukuba, Japan, under the auspices of UNESCO”, 5.16 “Proposal for the establishment of an IHP-HELP centre for water law, policy and science at the University of Dundee, United Kingdom” and 5.32 “Proposed establishment of the Regional Water Centre for Arid and Semi-Arid Zones of Latin America and the Caribbean (CAZALAC) under the auspices of UNESCO, in La Serena (Chile)”.

Further strengthening of the international network of research and capacity-building centres was carried out, including the start-up of a regional water centre of arid and semi-arid regions for LAC in La Serena, Chile, with Flemish funding, the establishment of a global network on water resources in arid and semi-arid zones (G-WADI) and the initiative with the Netherlands for setting up the International Groundwater Resources Assessment Centre (IGRAC).

The Group has taken note of the particular interest of the Security Council in such issues through its informal consultations with Council members as well as by paragraph 12 of resolution 2021 (2011), by which the Council encourages the Government of the Democratic Republic of the Congo to continue to address the underlying issue of the cohesion of the national Army, including by further ensuring proper integration and vetting of former armed groups, in particular the Congrès national pour la défense du peuple (CNDP), into FARDC.

United Nations specialized agencies, departments, funds and programmes, African Union, Council of Europe, East African Community, Economic Community of Central African States, Economic Community of West African States, European Union, Executive Secretariat of the Commonwealth of Independent States, Intergovernmental Authority on Development, International Centre for Migration Policy Development, International Committee of the Red Cross, International Federation of Red Cross and Red Crescent Societies, International Organization for Migration, League of Arab States, Organization of Eastern Caribbean States, International Organization of “la Francophonie”, Organization of Islamic Cooperation, Organization for Security and Co-operation in Europe, Southern African Development Community and Sovereign Military Order of Malta.

However, as established in its two previous final reports (S/2010/596 and S/2011/738), the Group evaluates the challenges related to the integration of former armed groups into the national security forces, notably the Forces armées de la République démocratique du Congo (FARDC), as well as the involvement of criminal networks within security forces in the exploitation and trade in natural resources, thus undermining mining industry and security sector reform efforts.

(a) Notwithstanding LA's view that "it would be difficult for Legal Adviser to advise categorically that the interpretation put by the Administration on the word 'claim' would not be able to withstand challenge in law", she did not agree with the Administration's assertion that such a broad definition should be given to the word "claims" under section 38(1)(a) of PFO because it would seriously undermine the power of the Finance Committee (FC) to scrutinize public expenditure.

LA further said that any claim of privilege against self-incrimination was subject to the limitations set out in section 16 of the P&P Ordinance, which provided that in any proceedings in the Council or a committee, any person lawfully ordered to attend to give evidence or to produce any paper, book, record or document before the Council or committee should not, unless excused under section 13 of the Ordinance, be excused from answering any relevant question put to that person or producing any such paper, book, record or document.

The Cercle de Recherche sur les Droits et les Devoirs de la Personne Humaine (CRED) stated that the people of Burkina Faso were known to be free and honest and that the government had made the promotion of human rights the focus of its national policy and its legal and normative approach.

Contributions have been made by the following 22 countries: Austria, Belgium, Canada, Colombia, Denmark, France, Germany, Greece, Israel, Italy, Japan, Liechtenstein, Monaco, Netherlands, New Zealand, Norway, Spain, Sweden, Switzerland, Turkey, the United Kingdom of Great Britain and Northern Ireland and the United States of America, as well as by the Indian Ocean Commission, the International Organization of la Francophonie, INTERPOL and OSCE.

The Committee further calls on the State party to ensure adequate funding of the National Council of Women (Consejo Nacional de las Mujeres) in order to enable it to achieve its objectives.

He invited LA's views on the circumstances under which CE must resign in accordance with BL 52(1) and whether it covered the situation where CE had lost credibility and public trust to the extent that he could no longer discharge his duties.

WFP, the NGOs Action Contre la Faim, Oxfam, Save the Children UK and World Vision International, and the International Federation of Red Cross and Red Crescent Societies worked jointly on revision of the Humanitarian Charter and Minimum Standards in Disaster Response (Sphere Project) Handbook in 2009 and 2010.

In March 2010, at the fifty-fourth session of the Commission on the Status of Women and the 15-year review of the implementation of the Beijing Declaration and Platform for Action, French diplomats contributed to the adoption of a ministerial declaration on violence against women by the International Organisation of La Francophonie, which reaffirmed in particular that all human rights violations perpetrated against women and girls must be resolutely combated and that violence against women and girls is the ultimate form of gender-based discrimination.

ESCWA is also supporting LAS member countries in targeting youth as a socio-demographic group in development processes, as many Arab States still face structural and institutional challenges in formulating and implementing effective youth development policies.
