To demonstrate the "professional service" image of the new governing team, the DAB urges the SAR Government to expeditiously study the extension of section 7Mof the Telecommunications Ordinance, which regulates misleading or deceptive practices by telecommunications service operators, to cover pay television and introduce a cooling-off period, a procedure for contract verification and standard terms in contract, with a view to preventing the proliferation of unscrupulous sales activities in the telecommunications and broadcasting industries, and only in this way can consumer interests be effectively protected.

President, as the complaints about unscrupulous business practices in pay television, telecommunications and Internet services have been on the rise in recent years, we urge the Government to review the existing mechanism, strengthen the regulation of the business practices of providers of such services, examine the extension of section 7M of the Telecommunications Ordinance, which regulates misleading or deceptive conduct of telecommunications operators, to cover pay television, and introduce a cooling-off period and standard terms in the contracts, so as to safeguard the rights and interests of consumers.

The Chair of the Sixth Committee invited Member States to pay particular attention to “issues such as their laws and practices in the domestic implementation and interpretation of international law, strengthening and improving coordination and coherence of technical assistance and capacity-building in this area, mechanisms and criteria for evaluating the effectiveness of such assistance, ways and means ofadvancing donor coherence, perspectives of recipient States etc.” (A/C.6/63/L.23).

At its sixty-fourth session, the General Assembly requested the Secretary-General to submit his next annual report on United Nations rule of law activities pursuant to paragraph 5 of resolution 63/128, taking note of paragraph 97 of his report contained in document A/64/298; invited the International Court of Justice, the United Nations Commission on International Trade Law and the International Law Commission to continue to comment, in their respective reports to the Assembly, on their current roles in promoting the rule of law; invited the Rule of Law Coordination and Resource Group and the Rule of Law Unit to continue to interact with Member States on a regular basis, in particular in informal briefings; and invited Member States to focus their comments in the Sixth Committee debate at the sixty-fifth session on the sub-topic “Laws and practices of Member States in implementing international law” (resolution 64/116).

In the context of education, activities focus on the following areas: (a) violence against children as a follow-up to the recommendations contained in the World Report on the Violence against Children (2006), with an added emphasis on gender dimensions of such violence, the role of religion and culture in its prevention, and the promotion of non-violent, participatory practices and support services; (b) inclusive education, with the aim of promoting an educational system that answers the needs of a diverse group of pupils, paying particular attention to the excluded and marginalized; (c) governance and inequality, looking at how good governance in education can reduce disparities based on wealth, location, ethnicity, gender and other grounds; (d) textbook revision to promote peace-oriented approaches taking into account new education challenges related to quality.

The Committee recommends that the Report continue to feature such elements as economic and social analysis of the impacts of disasters, descriptions of regional cooperation and analysis of the role of space applications and information and communications technology (ICT) in disaster risk reduction, in addition to new elements, such as (a) information on champions for disaster risk reduction, (b) social and psychological analysis, (c) coverage of community practices vis-à-vis global perspectives, (d) analysis of a possible linkage between the Hyogo Framework for Action and the Millennium Development Goals and (e) linkage to the Global Assessment Report on Disaster Risk Reduction.
