The Chair of the Sixth Committee invited Member States to pay particular attention to “issues such as their laws and practices in the domestic implementation and interpretation of international law, strengthening and improving coordination and coherence of technical assistance and capacity-building in this area, mechanisms and criteria for evaluating the effectiveness of such assistance, ways and means of advancing donor coherence, perspectives of recipient States etc.” (A/C.6/63/L.23).

Brazil has strongly supported the Register of Conventional Arms since its creation by resolution 46/36 L of 1991, and has regularly provided information on the Register’s seven categories.

At the 10th meeting, on 16 October, the representative of India, on behalf of Afghanistan, Albania, Armenia, Bangladesh, Belgium, Bhutan, Bulgaria, Cambodia, Chile, Croatia, the Czech Republic, El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Haiti, Honduras, Hungary, India, Ireland, Italy, Kuwait, Latvia, Lithuania, Luxembourg, Mauritius, Monaco, Myanmar, Nepal, the Netherlands, Norway, the Philippines, Poland, Portugal, Romania, the Russian Federation, Samoa, Serbia, Singapore, Slovakia, Spain, Sri Lanka, Thailand, the former Yugoslav Republic of Macedonia, Togo, Turkey and the United Kingdom of Great Britain and Northern Ireland, introduced a draft resolution entitled “Measures to prevent terrorists from acquiring weapons of mass destruction” (A/C.1/63/L.34).

The following examples could be mentioned: (a) the extension of the effectiveness of a registration (renewal of a registration); (b) the deletion of a secured creditor where two or more secured creditors are identified in the registered notice; (c) the addition of a secured creditor; (d) the deletion of a grantor when two or more grantors are identified in the registered notice; (e) the addition of a grantor; (f) the deletion of encumbered assets; (g) the modification of the identifier of the grantor; (h) the modification of the identifier of the secured creditor; (i) the assignment of the secured obligation by the secured creditor; (j) the subordination by the secured creditor; (k) the subrogation of a secured creditor’s right; (l) the modification of the address of a grantor or secured creditor; and (m) the modification in the maximum monetary amount for which the security right may be enforced (if applicable).

At the 10th meeting, on 16 October, the representative of the United States of America, on behalf of Afghanistan, Albania, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Chile, Colombia, Croatia, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Haiti, Hungary, Ireland, Israel, Italy, Japan, Latvia, Lithuania, Luxembourg, Madagascar, Monaco, the Netherlands, Norway, Palau, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, the former Yugoslav Republic of Macedonia, Turkey, the United Kingdom of Great Britain and Northern Ireland and the United States of America, introduced a draft resolution entitled “Compliance with non-proliferation, arms limitation and disarmament agreements and commitments” (A/C.1/63/L.32).

In the preparation of the following year’s report on legal empowerment of the poor and eradication of poverty, draft resolution A/C.2/64/L.47 should be taken into considerationbecause the concept must be understood in a broader context, in both developed and developing countries, and the root causes of poverty must be part of the examination.

The list of information to be included in the request for proposals has been amended: (a) the information listed in subparagraphs (d), (h), (l) and (o) has been deleted, as it was not relevant; (b) the remaining provisions have been amended to reflect the changes to the equivalent provisions regulating the contents of the solicitation documents in open tendering (see paragraph 9 above), and some related information has been grouped together for ease of reference; and (c) additional information has been included (in particular, regarding minimum responsiveness criteria, details of procedures, and (in request for proposals with dialogue) any elements that will not be the subject of dialogue and the minimum and maximum number of, and how to select, the suppliers or contractors to be invited to the dialogue).

In order to provide full service for the high-level review, the Secretariat would seek to identify resources that could be redeployed from the provisions to be made under Section 2, General Assembly and Economic and Social Council affairs and conference management, and Section 28D, Office of Central Support Services, of the proposed programme budget for the biennium 2010-2011, despite the fact that the modalities contained in draft resolution A/C.2/64/L.46 exceeded those planned by the Department for General Assembly and Conference Management in its draft calendar of conferences and meetings for 2010-2011.

In an innovative ruling, the High Court of Justice examined the issue of the fund allocation to sports institutions, and ruled that in order to redress long-standing inequality issues, local councils should allocate funds for women’s sports at 150% of that allocated to men’s sports (H.C.J 5325/01 L.C.N Association for the Advancement of Women Basketball v. Ramat-Hasharon Local Council).

At the 42nd meeting, on 29 July, the observer for Maldives, on behalf of Australia, Cape Verde, Comoros, Cuba, Dominica, Fiji, Haiti, India, Israel, Japan, Luxembourg, Maldives, the Marshall Islands, Mauritius, Micronesia (Federated States of), Nauru, New Zealand, Panama, Papua New Guinea, Portugal, Saint Kitts and Nevis, Saint Lucia, Samoa, Seychelles, Solomon Islands, the Republic of Korea, Singapore, Spain, Sri Lanka, Switzerland, Thailand, Timor-Leste, Tonga, Tuvalu, Uruguay and Vanuatu, introduced a draft resolution entitled “Review of United Nations support for small island developing States” (E/2009/L.35).

The Country accepts that, by its acceptance of this Agreement and performance by the Executive Committee of its funding obligations described in paragraph 3, it is precluded from applying for or receiving further funding from the Multilateral Fund in respect to any consumption of the Substances which exceeds the level defined in row 1.2 of Appendix 2-A (maximum allowable total consumption of Annex C, Group I substances) as the final reduction step under this agreement for all of the Substances specified in Appendix 1-A, and in respect to any consumption of each of the Substances which exceeds the level defined in rows 4.1.3, 4.2.3, 4.3.3, 4.4.3 and 4.5.3 (remaining eligible consumption).

The outputs to be delivered under this component are set outin paragraph 29C.35 of the budget document, and include the provision of a wide array of training programmes designed to build and sustain the Organization’s leadership and managerial capacity; improve the human and financial resources management expertise of programme managers and staff with administrative responsibilities; upgrade the information technology skills of Secretariat staff; build and strengthen linguistic capabilities; and support career development and upgrade substantive skills.

The Executive Secretary informed the Commission about the steps the secretariat had initiated to strengthen the resultsoriented focus of its technical cooperation work, which included: (a) larger, longerterm and better aligned capacity development projects, with emphasis on improved performance through strengthened results-based management; (b) a resource mobilization strategy that provides a framework for a more proactive approach to partnerships and donor relations, and the establishment of a Partnerships and Resource Mobilization Section; (c) continued efforts to strengthen relations with partners through meetings with a number of member States and donor agencies; and (d) enhanced engagement with some private sector counterparts as partners in promoting and delivering capacity development.
