She proposed to divide the Commission’s work into five debates: (i) a debate on item 5.9 – Follow-up to the Round Table of Ministers and Senior Officials Responsible for Physical Education and Sport and item 5.10 – Proclamation by the United Nations General Assembly of an international year for physical education and sport; (ii) a general debate on item 3.1 – Preparation of the Draft Programme and Budget for 2006-2007; (iii) a general debate on Major Programme I of the Draft Programme and Budget for 2004-2005; (iv) a debate on items 5.4, 5.17, 5.20, 7.5 and 7.7; and (v) consideration of the recommendations of the Commission concerning proposed resolutions in Draft 32 C/5 and recommendations of the Executive Board thereon, draft decisions proposed under items 5.9, 5.20, 7.5 and 7.7, and draft resolutions submitted by Member States concerning document 32 C/5 and other items.

Contractors were evaluated at levels A and B if they had provided raw data that could be used by the Authority for the purposes of environmental assessment and protection; levels C to E if they provided data or analysis that could be useful for regional environmental protection; and levels F to I if there were components within the environmental guidelines that had either not been evaluated or where the information collected was of little or no use for environmental assessment by the Authority.

The benchmarks adopted so far include: (a) adoption of a formal ERM policy since 2008; (b) an active enterprise risk management committee chaired by the Associate Administrator; (c) a formal implementation strategy for the adoption of ERM in UNDP; (d) dedicated training of staff on the policies and toolkits for ERM (e) clear procedures for the identification, reporting and escalation of relevant risks through the reporting lines for consideration by the ERM committee; (f) dedicated resources for monitoring of and follow up on the corporate risks log; (f) an enabling system for the reporting and review of unit-level and corporate risk; (h) progressively integrated risk-informed and results-based unit work-planning and reporting processes; (i) a planned and periodic review of ERM policies and practices; and (j) contributions to inter-agency experience exchange and learning based on the ERM experiences of UNDP.
