The Regional Centre’s resources shall derive from catalytic funds allotted by the Government and, for start-up activities, by UNESCO, subject to the decisions of the General Conference, as well as from such contributions as it may receive from other Member States of UNESCO within the region for the establishment of a core fund following an agreed process through the administrative mechanisms of the Regional Centre, from external sources to be explored with intergovernmental organizations and international non-governmental organizations, and from payments for services rendered.

A strategy entitled “Integration through education” was being drafted, the four national action and operative plans under the Roma Decade and Strategy had been revised, and the State was starting to implement a project for women in rural areas, including women belonging to ethnic communities.

It is responsible for providing day-to-day support to existing field operations; preparing engineering mission resource plans and budgets for start-up missions; preparing engineering guidelines and policies related to environment, accommodation, power, water, asset management and fire prevention and assisting in providing technical support in researching and providing a continuous supply of water to the missions; establishing global system contracts for generators, electrical equipment, prefabricated structures, water purification and waste water systems, field defence stores and construction services; and monitoring the utilization of the engineering system contracts; and preparing the budget and performance reports of the Section.

UNESCO shall provide some catalytic support within the framework of the regular biennial Programme and Budget (C/5 document), particularly for start-up activities of the Regional Centre, it being understood that UNESCO may only contribute financially to concrete activities/projects of the Regional Centre if those are deemed in line with UNESCO’s programme priorities.

The Advisory Committee therefore recommends that, starting with the next budget cycle, more systematic and thorough performance information be provided, in particular for the larger missions such as UNAMA and UNAMI, which together account for nearly 67 per cent of requirements for special political missions for 2010.

It was agreed that the Committee would start with work on “fees for technical assistance”, with a view to achieving concrete results for the next annual session, but it would also have a longer-term plan of work with a view to a comprehensive review of services issues for the United Nations Model Convention (see E/2011/45, para. 97).

Mr. Makanaky suggested that the United Nations Research Institute for Social Development could start a series of long-term research projects to deliver data for decision-makers; UNESCO could assist States and academia in setting up programmes that would connect the African diaspora with the African continent; WHO could sponsor regional initiatives to address challenges faced by people of African descent in the area of health; ILO could conduct a survey on discrimination against people of African descent at work; the United Nations Development Programme, as the coordinator of the United Nations family, could follow up on initiatives decided by the Working Group.

Starting from the objective to ensure increase of welfare of the country through rationalisation of policies of social protection and increase of access to high quality services, cooperation will focus on activities of reform of the social assistance system, emphasis being made on an efficient system of social services, development and diversity of social service through promotion of the principle of non-institutionalisation, redirection of financial means from residential institutions to community and family service, as well as other types of services.

At its sixty-second session, the General Assembly decided to streamline the reporting arrangements of the United Nations Institute for Training and Research through (a) consolidation of the reports of the Secretary-General and the Executive Director of the Institute; (b) submission of the new consolidated report of the Secretary-General to the Council rather than to the Assembly; and (c) establishment of a biennial reporting cycle starting from 2009 (General Assembly resolution 62/210).

In its resolution 63/240, entitled “Towards an arms trade treaty: establishing common international standards for the import, export and transfer of conventional arms”, the General Assembly decided to establish an open-ended working group that would meet for up to six one-week sessions starting in 2009 in order to facilitate further consideration on the implementation of the relevant recommendation contained in paragraph 27 of the report of the Group of Governmental Experts to examine the feasibility, scope and draft parameters for a comprehensive, legally binding instrument establishing common international standards for the import, export and transfer of conventional arms (see A/63/334), on a step-by-step basis among all States Members of the United Nations, in an open and transparent manner.

The Commission noted: that the mid-term review would start in September, or one or two month later depending on the scope of data and information necessary for the review; that while the mid-term review was initially part of the activities of the Trust Fund, WHO would try to identify a possible donor in order to carry out the review without drawing resources from the Trust Fund; and that the contribution and engagement of Members would be sought throughout the process of the mid-term review.

The Commission further noted that, in the critical review, the Executive Committee had been unable to agree whether the standardization of pomegranate should be taken up at regional or international level, while agreeing that there was no impediment to start work in the CCNEA, and had referred this matter to the Commission for final decision.

Another member drew attention to an understanding that, with regard to subparagraph (b) of the proposed decision, the issue the Executive Committee would be considering was whether the amount to be discounted from a country’s starting point should be based on the year or years on which the starting point was based, and not whether or not to make a deduction, as the latter issue had already been decided under decision 61/47.

Across the board, the actors consulted during the drafting process agreed that more needs to be done in the fight against noma – starting with policies aimed at eliminating poverty and reducing malnutrition – and that States and relevant specialized agencies ought to assume responsibility.

The same day at a press conference the Minister for Foreign Affairs called for the start of dialogue on the sovereignty of the Islands and urged the United Kingdom to comply with the numerous General Assembly resolutions which called for both parties to sit down at the negotiating table and to refrain from the militarization of the South Atlantic (see A/66/696-S/2012/86, annex).

The Rio Group urges all members of the Conference to demonstrate the political will necessary to ensure the start, without delay, of its substantive work through the adoption and implementation of a balanced and comprehensive programme of work that moves the nuclear disarmament agenda forward, including negotiations on a nuclear weapons convention, a universal, unconditional and legally binding instrument on negative security assurances for non-nuclear-weapon States, the prevention of an arms race in outer space and a multilateral and non-discriminatory treaty banning the production of fissile material for nuclear weapons or other nuclear explosive devices.

In the absence of further subsidies, and their possible phasing out, fuel costs alone may start to shift practice in this direction, although a more strategic approach could permit more effective adjustment, and ensure that the interests of more socially dependent groups were adequately addressed.

Indeed, in addition to illegally confiscating land and constructing settlements, Israel continues to apply a host of other illegal measures aimed at driving out the indigenous Palestinian population, including the demolition of homes (the occupying Power has demolished at least 31 Palestinian residential buildings, leaving 106 Palestinian civilians, including 61 children, homeless since the start of this year), the revocation of residency rights, the continued closure of Palestinian institutions in the city and the recent decision to ban social activists from travelling to other parts of the West Bank, effectively severing them from their work and familial relations with their natural surroundings.

The Chamber further indicated that the parties may apply for leave to appeal, specifying that “the five-day deadline provided under rule 155(1) of the Rules of Procedure and Evidence of the Court to lodge an application for leave to appeal this decision shall start to run with effect from the date of the notification of the authoritative English version to the parties”.
