The Conference encouraged the Secretariat to seek feedback from member countries on the conduct of the Regional Conference, with a view towards enhancing the organization and efficiency of future sessions, maximizing opportunities for exchange among ministers and other delegates, and striking a balance between discussion of technical issues and programme and policy matters.

This view of the prevalence of the spirit of evil and seduction to sin in the last days received special emphasis in the Ḥasidean schools; hence the striking resemblance between the tannaitic and the apocalyptic picture of the time preceding the Messianic advent: "In the last days false prophets [pseudo-Messiahs] and corrupters will increase and sheep be turned into wolves, love into hatred; lawlessness [see Belial] will prevail, causing men to hate, persecute, and deliver up each other; and Satan, 'the world-deceiver' (see Antichrist), will in the guise of the Son of God perform miracles, and as ruler of the earth commit unheard-of crimes" ("Didache," xvi. 3 et seq.

It may be obvious that the Secretariat cannot cover all the skills needed for every kind of mission in UNESCO’s fields of competence, and whereas the logic of globalization may call for the division of staff working for UNESCO into permanent staff and staff employed on an ad hoc basis, the right balance must be struck between the two categories.

It noted with satisfaction that some member States had supported other developing countries in their efforts to reduce vulnerability to disasters and to build capacity in disaster risk management, and had provided disaster relief and aid to countries struck by disasters.

The representatives of the United Kingdom, the United States, Dominica, Romania, Peru, Israel and Colombia, as well as the observer for Switzerland, supported the suspension of the organization’s consultative status, asserting that a balance must be struck to ensure that the Committee is not engaging in the censorship of non-governmental organizations.

Striking the wrong compromise - whether too much or too little - may be costly to society, especially in the longer term.

Least developed countries have the right and responsibility to formulate and execute their own coherent economic and development policies and strategies and identify their own national priorities, including striking a balance in the allocation of resources between economic and social sectors.

We have described what happened in Hula, in Qazaz and Maydan (two terrorist explosions that hit Damascus), in Dayr al-Zawr (a massacre a few days before, in which armed terrorist groups killed 11 labourers who were going to work, and which those groups sought to blame on Syria), Aleppo (a terrorist explosion that struck the city) and many other parts of Syria, as despicable and barbaric massacres.

No less striking is the Court’s finding to the effect that “a political process designed to determine Kosovo’s future status, taking into account the Rambouillet accords” envisaged in resolution 1244 (resolution 1244, operative paragraph 11 (e)), can be terminated by a unilateral action by the Kosovo Albanian leadership (see Advisory Opinion, paragraphs 117 and 118).

50. With regard to migrant and domestic workers, the United Kingdom said that the rights of migrant workers were already protected in domestic legislation, including in the Human Rights Act and it believed that the right balance had been struck between the need for a firm, fair and effective immigration system and for protection of the interests and rights of migrant workers and their families.

The Inspectors believe this balance has been struck with their suggested guidelines and website.

A note of caution was struck, however, to the effect that the regulations or the commentary should address that matter, which, inter alia, could affect the cost of registration, which under recommendation 54, subparagraph (i), should be set a level no higher than necessary for cost recovery.

The Conference offered an opportunity to create a new “nuclear solidarity” that struck the right balance between development of peaceful uses of nuclear energy and responsible non-proliferation policies.

The Secretary-General emphasized that the three most important lessons in the process were: (a) there was a need to strengthen national ownership and build on existing institutions, while capacities of the international community needed to be focused on nurturing and developing national capacities, strengthening partnerships and more flexible financing; (b) a one-size-fits-all approach must be avoided, institutional change should not be approached as a merely technical exercise, and informal norms and values needed to be an integral part of the institution-building process; and (c) striking the right balance between short-term and long-term goals was critical.
