西敏市（英语：City of Westminster）是英国英格兰大伦敦下属的一个拥有城市地位的伦敦自治市。西敏市是英国的行政中心，英国国会西敏宫就位于西敏市境内。

西敏市位于伦敦市的西边、泰晤士河北岸，是伦敦下属33个单一管理区里面，两个被称为「市」的管理区之一。1965年时进行行政区重划，将原先的圣玛利勒本都会自治市（Metropolitan Borough of St. Marylebone ）与帕丁顿都会自治市并入，因此今日的西敏市在地理上比传统范围又大了不少。

西敏（Westminster）一名来源于西敏寺（Westminster Abbey），意为西敏寺的周围地区，而「Westminster」原本是「West」（西边）与「Minster」（大教堂或大寺院）两词的合成，西敏市官方中文译名「西敏市」。过去所谓的伦敦仅指今日伦敦市（又常音译为「西提区」）的范围，因此西敏地区是伦敦市西边郊外的另一个市镇，中间隔着一片原野，但在历经长年的发展之后伦敦市与西敏地区早已连成一片，仅能靠两市边界上矗立的许多作为界碑用途的「龙」的雕像，看出界线所在。

The City of Westminster (/ˈwɛstmɪnstər/) is an Inner London borough which occupies much of the central area of Greater London including most of the West End. It is to the west of and adjoining the ancient City of London, directly to the east of the Royal Borough of Kensington and Chelsea, and its southern boundary is the River Thames. It was created with the 1965 establishment of Greater London. Upon creation, Westminster was awarded city status, which had been previously held by the smaller Metropolitan Borough of Westminster.
