人治

人治，是与法治相对的一种社会秩序，社区中人内在守法精神较低，不尊重法律，执法的人自己也不太公平地施法。

一般认为，在人治社会的国家中，人数处于绝对少数的特权阶级、统治者掌握了大部分国家权力，国家各项法规政策的制定，修改和遵守，是以统治阶级的利益为主。而对于各项法规政策的遵守，可以随着统治阶级的利益的改变而改变。
