binding handle

A binding handle which has only the network address part and yet to obtain the endpoint is said to be partially bound.

As explained earlier in this category, a NULL binding handle indicates that this call is executed on the local host itself.

This routine checks if the binding handle passed with the routine has an entry name in the name service database.

After that, the string binding is converted into a binding handle.
