The Chinese company said it had withheld this approval when asked by Motorola following the NSN deal.

NSN isn't the only major vendor benefiting from the growing trend for carrier outsourcing.

NSN also had provided network equipment to TCI's mobile-phone operator, as well as MTN Irancell, that permitted interception.

The Motorola-NSN deal was simultaneously delayed by a prolonged antitrust review by China's commerce ministry.

Ongoing talks with private equity companies about selling a stake in NSN have raised fresh questions about the parents' commitment.

NSN said on Tuesday it was "monitoring" the legal action between Huawei and Motorola.

One person familiar with the talks said some but not all of those companies were still involved.

This year Motorola's wireless-network division was bought by Nokia Siemens Networks (NSN), a Finnish-German joint venture created in 2007.

But NSN's human resources department likes to choose from a range of external partners.

If exceptional items are excluded, NSN has produced a small operating profit for the past three quarters.

NSN can receive and use confidential Huawei information on service networks Motorola has deployed.

Shortly after the deal with NSN, Motorola sued the Chinese telecoms equipment maker for alleged theft of trade secrets.

Telenor's existing infrastructure was built by Ericsson and NSN.

US court quickly ordered NSN and Motorola to respond to Huawei's demands.

NSN said earlier this week: "We are continuing to work with the authorities in China to get regulatory approval for the transaction. "

Following that agreement, NSN and Motorola lowered the price of their acquisition deal from the original $1. 2bn to $975m.

NSN was loth to compete on prices before Rajeev Suri became its boss in 2009, says Bengt Nordstrom of Northstream, a consulting firm.

Separately, Motorola Solutions reduced the price NSN will pay for its network infrastructure unit from $1. 2bn to $975m.

Motorola Solutions had sought an agreement to help finalize the sale to NSN, which was announced in July 2010.

NSN sold its global monitoring-center business in March 2009.

That balance in value is starting to show in NSN's financials.
