The Libyan Foreign Minister Moussa Koussa has arrived in London unexpectedly and is having talks with British officials.

Hafiz Abdel Goga, the spokesman for the council, said the rebel leadership had no contact with Mr. Koussa.

Mr Ibrahim said Mr Koussa had been granted "sick leave" last week and allowed to travel to neighbouring Tunisia for medical treatment.

Koussa expressed regret over the Security Council resolution, complaining that it would increase the suffering of the Libyan people.

The U. K. is currently in discussions with Mr. Koussa, the spokesman said, declining to offer further comment.

The recent arrival in Britain of Moussa Koussa, the foreign minister and former intelligence chief, must have hurt the colonel.

Analysts believe efforts to get Koussa to abandon Gadhafi have been ongoing for some time.

Mr. Koussa is a member of Col. Gadhafi's inner circle whose U. S. assets were frozen last week by the Treasury Department.

Mr. Koussa said that his government would welcome international fact-finding missions to investigate these allegations.

This will be the second high-level defection after the former Foreign Minister Moussa Koussa defected to the United Kingdom.
