He is a pig that stutters (= has difficulty speaking because he cannot stop himself from repeating the first sound of some words several times) and was created by Warner Brothers for the Looney Tunes series. All Looney Tunes and Merry Melodies cartoons end with Porky saying ‘Tha-tha-tha-that's all folks!’
