The "convergence criteria" set out in the treaty called for would-be joiners to meet targets for inflation, bond yields, exchange-rate stability, budget deficits and public debt.

This Treaty needs to be ratified and shall come into force from the date of the exchange of instruments of ratification.

Thee Treaty requires economies to have achieved certain levels of performance on inflation, public deficits and debts, exchange rates and interest rates.
