There is nothing in 307 (f) to indicate that Congress meant to abandon historic fee-shifting principles and intuitive notions of fairness when it enacted that section.

Should the buyer require discharging the goods at two berths in the same port, the fee and charges and laytime for the shifting between two berths shall be at Buyer's cost and expenses.
