In November the people of Baden-Württemberg are scheduled to vote in a Stuttgart 21 referendum—but they will stop it only if at least one-third of the eligible electorate votes against.

But this will be too late for Baden-Württemberg, where regime change would hurt Mrs Merkel (and further weaken her in the upper-house Bundesrat).
