Five years ago, all of our units were much freer to do what they wanted for local autonomy; now we see the value of being global as well as local.

But the second thing I'd like to be clear on is that people can get a lot of value from having their autonomy taken away, and from technologies that put constraints on their behavior.

The crux of the problem lies in the technical basis of administration and the professional autonomy and its rational instrumental value.
