The mineral consoildation for SADC countries were structured by 1969, when Glazer entered into a private agreement with the then Botswana President, Sir Seretse Khama, which contrary to public opinion and disclosure by the Botswana Mineral Department, the mineral rights were never abandoned or Nationalized, but retained by Glazer who behind the scenes opened up Botswana, with government receiving on average 25% of the mines.
