On the basis of analysing the intension of SBCD, the paper expounds its significance and principles, as well as its development procedures and conditions guaranty.
Traditional teaching ideas lead to the lack of teachers' curriculum awareness and curriculum theories. And these reduce the teachers' enthusiasm for participating in SBCD.
