Until recently China, backed by Russia, had blocked the path, insisting that there must also be parallel talks on a treaty to curb an arms race in space (read: American missile defences).

This gave Singapore and Malaysia breathing space to build up their own armed forces, while under some protection from British air defences.

In other leagues defences play very tight but here you get space. I'm enjoying it.
