They are the experts in that area and can deal with the change quickly and definitively; reviewing it with the change board would not add value and would only slow down resolution.

I think if you add up the whole product across the board, it absolutely stands by itself in making the web easier and safer to use.

Actually, add most board games to this list. They are usually long and drawn out, and you have to force yourself not to win at least once in awhile (a nightmare for extremely competitive people).
